Meeting reviews draft directive on modern national defense building movement
PANO - On June 23, the Steering Committee for Drafting Documents to Launch the “All People Build a Strong and Modern National Defense” Movement (Steering Committee 896 in short) convened a meeting to review a draft directive on the launch of the movement under the chair of its deputy head, Deputy Chief of the General Department of Political Affairs (GDP) Sr. Lt. Gen. Truong Thien To.
At the event, delegates stressed that the movement is strategically important in implementing the Party’s policy on building the whole people’s defense, people’s warfare, and safeguarding the Fatherland early and from afar in the new conditions. It aims to enhance defense capabilities, reinforce the people’s heart posture, and proactively address both traditional and non-traditional security challenges, including high-tech warfare.

In light of the guidance from higher authorities, the GDP directed relevant agencies to prepare the draft directive in a serious, scientific, and rigorous manner, ensuring compliance with procedures and timelines.
Participants endorsed the draft while recommending further revisions to strengthen its strategic vision, legal and practical foundations, implementation feasibility, and responsiveness to challenges arising from deep international integration and national digital transformation. They also called for clearer goals related to high-quality human resources, science and technology development, dual-use defense industries, interagency coordination, and the military’s role in advising, guiding, and organizing implementation.
In his concluding speech, Gen. To praised the drafting bodies and delegates for their contributions. He directed the Department of Mass Mobilization, the Standing Agency of Steering Committee 896 to incorporate feedback, refine the directive and implementation plan, and ensure clear objectives, responsibilities, and timelines. He emphasized that the movement should generate tangible improvements in public awareness and action toward building a strong and modern whole people’s defense. The Department of Mass Mobilization was also requested to urgently complete the documents before submitting them to higher authorities and the Prime Minister for approval.
