Whole political system acts towards border areas

With the goal of building a strong and prosperous border area, in recent years, the provincial Party Committee and People's Committee have directed departments to strengthen activities towards remote and border areas to develop local socio-economy coupled with national defense and security consolidation.

In the 2016-2020 period, the province invested over VND 1.6 trillion in building infrastructure in border communes. In the 2021-2025 period, 22 projects with a total capital of more than VND 1.1 trillion have been carried out.

Senior Colonel Le Cong Thanh, Deputy Political Commissar of Lai Chau provincial Border Guard Command, said that the unit has actively coordinated with other organizations and units to implement the great national unity festival, the “Border spring warms villagers’ hearts” and “Paving the way to school for children - Adopted children of border posts” programs in 22 border communes. The command’s affiliates have sponsored 76 students, adopted 16 students, and taken care of 230 others. These meaningful programs have helped build a firm whole people’s border guard posture in the locality.

Notably, in the 2019-2024 period, the provincial departments, authorities, and voluntary organizations have mobilized tens of billions of VND to assist needy people and armed forces’ troops. Accordingly, 22 border houses have been built for disadvantaged families of border guards and Women’s Union members and a number of economic development models have been handed over to people in border communes.

To strengthen the grassroots political system, the Lai Chau provincial Border Guard Command has reinforced border communes with talented officers who later hold high positions as secretary, deputy secretary of communes’ party committees, chairmen of communes’ people’s councils. Its officers have also joined regular meetings of villages’ party committees, and its 120 Party members have assisted 600 poor households in developing economy, eliminating hunger and reducing poverty.

To date, 100% of border communes have grassroots party committees.

Local people voluntarily protect border paths and border markers

Ly A Khai, Secretary of the Party Committee of Nam Tan Mong 1 village, Pa Tan commune, Sin Ho district, said that the village has set up a five-member team in charge of managing border paths and national markers and has 76 households registering to manage border paths and national markers. Over the past year, the villagers have provided Pa Tan Border Post with many valuable information to serve the management and protection of national border sovereignty and the fight against various crimes.

Through meetings to popularize the Party’s guidelines and the State's policies and laws related to national defense and security, border sovereignty management and protection tasks opened by the Lai Chau provincial Border Guard Command and functional agencies, legal awareness of local people has been significantly raised.

Tran Bao Trung, Chairman of Phong Tho district People’s Committee, said that  people in border communes have well grasped legal regulations on border management. Reduction in illegal migration, illegal entry and exit has been recorded. In addition, local people are now well aware of their responsibility of defending national border.

So far, in the province, 283 organizations, 90 collectives, 159 households have registered to manage the border paths while 61 groups, 150 households have registered to manage national markers and border structures. The province has also established 203 local order and safety management teams. These have become the key in building a firm whole people’s border defense posture in Lai Chau province.
