PANO – The General Staff of the Vietnam People’s Army on July 19 held the conference to review its leadership and the implementation of politico-military tasks of its subordinate agencies and units in the first half of 2016.
The conference was chaired by Chief of the General Staff, Deputy Defense Minister, Lieutenant General Phan Van Giang, and participated by other leaders of the General Staff, heads of agencies and units under the General Staff and representatives of involved bodies of the Defense Ministry.

The summary report and opinions from delegates agreed that under the sound leadership of the General Staff, its agencies and units across the army well maintained combat readiness and actively studied and grasped situations of national borderline, waters and airspace as well as situations of the region and world, especially happenings in the East Sea (South China Sea) and in other critical areas. The General Staff and its agencies and units provided good advice and crafted appropriate measures to emerging situations on time, avoiding being strategically surprised or in a passive position. The General Staff also well deployed combat readiness plans to protect the 12th National Party Congress and election of deputies to the 14th National Assembly and 2016-2021 people’s councils at all levels as well as important national anniversaries and holidays.
Under the leadership of the General Staff, the whole army is effectively implementing the Resolution of the Central Military Commission on improving the quality of military training in the 2013-20 and beyond. Its subordinate agencies and staff bodies of units instructed and conducted military training in a more orderly manner and opened training courses to improve defense knowledge and military skills for key carders and young officers with good results.
Delegates also pointed out some weaknesses in staff work at agencies and units and discussed measures to improve staff work of units across the army.
Regarding the tasks for the second half, the General Staff asked agencies and units across the army to overcome weaknesses, raise the quality of military training and combat readiness in units and improve abilities of staff officers of all agencies and units.
The General Staff also asked its subordinate agencies to finish the compilation of documents to instruct the implementation of the Law on Non-Commissioned Officers, Defense Staffers and Workers, and to complete the Project on the organization of the army in the 2016-2021 period and beyond.
In his closing speech, the Chief of the General Staff asked all agencies and units to seriously review the outcomes and learn lessons from the task implementation in the first half, and to bring into full play their strengths while overcoming their limitations to successfully fulfill their tasks in the second half of 2016.
In the afternoon, the General Staff’s Party organization held another conference to review the political and Party work in the first 6 months and roll out the resolution for the second half. The conference focused discussion on improving leadership capacity for Party organizations of agencies and units under the General Staff’s Party organization and political stance for staff officers.
The Party Committee and Command of Military Zone 4 held a political and military conference on July 18-19 with the participation of political leaders and military commanders of the military zone and its agencies and units. Reports say that the military zone’s Party Committee and Command well performed their functions in the first half of 2016. In general, the military zone reached all the set targets while increasing combat readiness in units, collaborating closely with local Party committees and authorities at all levels in maintaining social security and order, particularly in key localities and border areas. The military zone’s Party Committee and Command agreed to raise the quality of military training in all units and well prepare equipment and personnel for search and rescue and disaster relief.
Also on July 19, the Party Committee and Command of Military Zone 7 held a conference to review the implementation of their political and military tasks in the first half of 2016. The conference highlighted the good results of military training and military exercises in the first 6 months. For the political and military tasks in the second half, delegates suggested focusing on building the comprehensively strong military unit model and clean and politically strong Party organizations in all agencies and units.
