After more than 18 months of implementing the resolution, the military has made broad progress in science and technology, innovation, and digital transformation. Awareness and accountability among Party committees and chains-of-command have improved, while policies and implementation mechanisms have been gradually refined to better support training and combat readiness.

The military has strengthened its scientific and technological capabilities, with growing expertise in several key areas. Research and efforts to master strategically important weapons, military equipment, and critical technologies have expanded, enhancing self-reliance in the design, production, upgrading, and modernization of advanced defense systems. Military research institutes, academies, educational institutions, and defense enterprises have also continued to promote innovation and practical application of research findings .
Digital infrastructure has been further modernized to support secure command, control, and operational activities. Data centers, shared databases, and common digital platforms are being developed to facilitate management, command, and control activities in digital environments and deployment of automated command models.
In his concluding remarks, General Phan Van Giang commended the initial achievements made in implementing Resolution No. 3488 and called on military agencies and units to continue effectively carrying out the resolutions and directives of the Government, the Central Military Commission, and the Ministry of National Defense (MND) on science and technology, innovation, and digital transformation.
He stressed the need to assign responsibilities in line with the principle of "six clarities," strengthen inspection and oversight, promptly identify bottlenecks, and ensure all assigned tasks are completed on schedule and to the required standard.
The defense leader requested the Department of Military Science to give advice on the selection, evaluation, and funding of key science and technology projects while reviewing regulations, streamlining administrative procedures, and creating more favorable conditions for research, innovation, and digital transformation.
Agencies and units were instructed to achieve tangible breakthroughs in science and technology and innovation in line with the military's 2026 theme, "Resolutely researching and producing advanced, modern weapons and military equipment," while aligning research priorities with practical training, combat readiness, and technical support requirements.
General Phan Van Giang also directed the military to accelerate the implementation of MND's digital transformation project for the 2026-2030 period. Command 86 was assigned to further develop digital infrastructure and the ministry's data center, strengthen information and cybersecurity, standardize and integrate databases, and improve support for leadership and command activities.
He further called for continued administrative reform, the implementation of Project 06 and the "Digital Popular Education" movement, expansion of online public services, digitization of records, and modernization of training by incorporating artificial intelligence, data technologies, digital platforms, and digital security to meet the practical needs of military agencies and units.
