The congress promoted democracy and collective wisdom in reviewing and evaluating the leadership and performance of the Military Party Organization and the military during the 2020–2025 term. It anticipated future developments and clearly defined orientations, goals, and tasks for the 2025–2030 period. Delegates contributed many thoughtful opinions to the draft documents prepared by the Central Committee for submission to the 14th National Party Congress. At the same time, the congress elected a delegation of exemplary representatives to attend the 14th National Party Congress.

The success of the congress reflected careful, serious, democratic, united, and responsible preparation by the Central Military Commission, the Ministry of National Defense, and agencies and units across the military. It was also the result of the Party’s absolute and direct leadership in all aspects over the military as well as the close support of central agencies and localities.
The congress marked a historic milestone, opening a new term, igniting fresh momentum and aspiration, and strongly encouraging the armed forces to uphold the determination to win and promptly put the Resolution into practice. Party committees, Party organizations, political commissars, political officers, commanders, and political agencies throughout the military must urgently convey the spirit of the congress to every cadre and soldier, supplementing and concretizing leadership measures in line with the Resolution and the specific conditions and tasks assigned.
In the context of complex and unpredictable global and regional developments, and domestically, alongside favorable conditions, many difficulties and challenges remain, the new term demands greater fortitude, creativity, and decisiveness from all cadres and soldiers. The Military Party Organization and the entire military must thoroughly grasp the Party’s guidelines on military and defense affairs; uphold the Party’s absolute and direct leadership over all aspects of the military and the State’s centralized and unified management of the military. They must promote the heroic traditions and combined strength of the forces; build a pure, strong, exemplary, and outstanding Military Party Organization, a revolutionary, regular, elite, and modernized military; develop a powerful reserve force and a strong, widespread militia and self-defense force.
Implementing the Resolution of the 12th Congress of the Military Party Organization is both an opportunity and a paramount political mission, enabling the entire military to take the initiative in advising, planning, and successfully executing the Party’s guidelines on military and defense affairs. It calls for heightened vigilance, readiness to fight, and the capacity to triumph in all situations. The military must continue to fully perform its three functions as a combat force, a work force, and a production force; maintain its core role in building an all-people’s national defense and firmly safeguard the Fatherland.
With unshakable faith and renewed motivation, the entire military will strengthen solidarity and unity under the Party’s leadership, make active contribution to the success of the 14th National Party Congress, continue writing the heroic epic of the Vietnam People’s Army, and contribute to building a peaceful, prosperous, developed, civilized, and happy nation, realizing Vietnam’s aspiration to rise high
