The recipients were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission and Minister of National Defense (MND); Senior Lieutenant Generals Hoang Xuan Chien and Le Huy Vinh, members of the Party Central Committee and Deputy Defense Ministers.
Mr. Vo Van Thuong, a Politburo member and Permanent member of the Party Central Committee's Secretariat, attended the ceremony and granted the noble reward.
Addressing the event, Mr. Vo Van Thuong congratulated General Phan Van Giang, Senior Lieutenant Generals Hoang Xuan Chien and Le Huy Vinh on the noble reward presented by the Party.
Mr. Thuong affirmed that the three generals are outstanding Party members and excellent cadres with great contribution to the Party’s revolutionary cause and the military’s development. In any positions and circumstances, they have shown their consistency and absolutely loyalty to the Party, the Fatherland and the people. They have upheld and promoted revolutionary ethics and good virtues of a Party member, a communist, a military officer, and tried their best to fulfill all assigned missions, deserving the trust of the Party, State, and people.

He also underlined as a Politburo member, Deputy Secretary of the Central Military Commission and Minister of National Defense, General Phan Van Giang, together with the Central Military Commission and MND’s leaders, including two Senior Lieutenant Generals Hoang Xuan Chien and Le Huy Vinh, have stayed united and made recommendations for the Party and State to issue military and defense guidelines, direct the building of the whole people’s defense posture and people’s armed forces, as well as the building of a politically-, ideologically-, organizationally-, and morally-strong Military Party Organization to accomplish all missions assigned by the Party, State, and people.
The badge demonstrates the Party’s recognition of great contribution and devotion by three generals to the building of the Party and the development of the Vietnam People’s Army, Mr. Vo Van Thuong added. He hoped that the recipients would continue making more contribution to the revolutionary cause of the Party, the State, the military, and people.
In his remarks, General Phan Van Giang expressed the honor and pride to receive the badge on the occasion of the 93rd founding anniversary of the Communist Party of Vietnam (February 3, 1930-2023).

On behalf of the three generals, General Phan Vang Giang showed deep gratitude to and his absolute trust in the Party, Uncle Ho, the Central Military Commission, and MND’s leaders. He promised to make further contribution to the revolutionary cause of the Party and military, strictly observe the Party and State’s resolutions and regulations, maintain revolutionary ethics, study and follow President Ho Chi Minh’s thought, morality, and lifestyle for whole life, bring into play good virtues of Uncle Ho’s soldiers, Party members, and communists and set good examples in all aspects as well as fulfill all assigned missions.
