The plan aims to accelerate AI research, development, and application in the whole military; build a strong, autonomous, secure military AI ecosystem closely linked with the national AI ecosystem. AI is set to become a key in creating breakthroughs in weapon and equipment modernization, improving operational effectiveness of military defense and military areas, and developing data infrastructure, high-performance computing centers, and high-quality human resources in the military. AI is expected to become a key driver in building a revolutionary, regular, elite, and modern military.

The draft plan sets specific goals, including building a legal framework, databases, and technology platforms for AI in the military and piloting AI products and solutions in key areas, such as command and control, training, logistics and technical supply, and cybersecurity by 2025. In the 2026-2030 period, AI applications across military and defense fields will be expanded while data infrastructure, high-performance computing centers, and strong AI R&D groups will be established together with the use of AI products and platforms carrying strategic importance in military building, defense consolidation and Fatherland protection.

In his concluding speech, Gen. Vinh stressed that the demand for AI application in the Ministry of National Defense (MND) is urgent, with high requirements and tight timelines. Agencies must act swiftly and effectively while ensuring absolute safety and security, under the motto of “clear personnel, clear tasks, clear timelines, clear products, clear responsibilities, clear authority.”

He tasked the Department of Military Science under the MND with leading coordination to finalize the plan in line with the national AI strategy to submit to the MND for approval. It should also build a ministry-level science and technology program on “AI research and development for military and defense purposes by 2030.” The Department was asked to recommend mechanisms and policies to promote AI research, development and application across the military, and guide agencies in proposing and implementing tasks to master and advance core AI technologies.

An overview of the meeting

At the event, the defense leader assigned the Military Industry-Telecoms Group (Viettel), the Military Technical Academy, and Command 86 to pro-actively carry out key tasks related to AI identified in the plan. He also requested all agencies and units to continue proposing and registering AI research, development, and application projects within their functions and missions.
