PANO - Senior Lieutenant-General Le Huu Duc, Deputy-Minister of Defence, on March 16th, chaired a conference on the management of investment capital in the army. Present at the meeting was also Lieutenant-General Luong Cuong, Deputy-Chief of the General Department of Politics.

During the two-day meeting, the participants discussed the Defence Ministry’s Circulars of No. 05/2012/TT-BQP on January 30th, 2012, No. 120/2011/TT-BQP on July 8th, 2011 and No. 210/2011/TT-BQP on November 28th, 2011, about relevant issues to investment capital in the army. Those circulars will be the grounds to enhance responsibilities and competence of units’ leaders.

Namely, the units’ leaders are responsible to the Defence Ministry for managing and apportioning investment capital; inspecting and accelerating investors and units to use budgets effectively as well as reporting their performances to the State and the Defence Ministry. Besides, investors should manage their budgets and ask contractors to conduct projects effectively and on time.

The Department of Finance and Department of Planning and Investment (under the Defence Ministry), in association with relevant agencies, are assigned to check the units’ implementations and report difficulties of the units to the Defence Ministry to tackle them on time.

After the conference, participants will provide training courses on investment capital management to their subordinated units, investors, management boards and contractors.
