At the conference, Senior Lieutenant General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People’s Army and Deputy Defense Minister, briefed delegates on the outcomes of the 10-year implementation of Resolution of the 8th plenum of the 11th Party Central Committee.
Accordingly, the defense ministry has deployed numerous solutions to complete its missions assigned by the Party Central Committee in the resolution. The CMC and the Ministry of National Defense (MND) have regularly forecast situational developments, provided timely advice for the Party and State leaders to deal with unexpected issues, contributing to firmly safeguarding the sovereignty over national sea, islands, and skies. The defense ministry has actively implemented defense-military strategies, contributing to building a firm whole-people defense posture in close attachment with a strong people’s security posture, as well as maintaining peace and stability for the national development and construction cause. In addition, the whole-military has actively responded to the search and rescue missions, overcome environmental disasters, and the pandemic prevention and control. The combined strength of the military has been increasingly enhanced, contributing to meeting their task requirements in the current context.

Speaking at the conference, President Nguyen Xuan Phuc highly appreciated the CMC and the MND for implementing the 8th Central Committee with outstanding results. On the occasion of the 78th founding anniversary of the Vietnam People's Army and the 33rd anniversary of the Whole-people Defense Festive Day, President Nguyen Xuan Phuc sent his best wishes to all officers, soldiers and defense employees in the whole military.
He underlined that over the past 10 years, amid the complicated regional and global situations, the CMC and the MND have accomplished their goals, with some surpassing initial expectations. He asked them to continue embracing the resolution of the 13th National Party Congress, the defense-military strategies issued by higher levels.
Their another important task is to be fully aware of advantages, difficulties and challenges in the coming time, fighting wrongful and hostile allegations; improving forecasting capacity, offering strategic and timely consultancy to the Party and State to cope with contingencies.

The President asked the CMC and the MND to complete the report on the implementation of the Resolution, and the new draft Resolution on national protection strategy in the new situation to submit to the Politburo and the 8th plenum of the 13th Party Central Committee.
Speaking at the event, Defense Minister General Phan Van Giang suggested that the CMC, the MND and the leaderships of agencies and units at all levels should continue to strictly implement the resolution of the 8th plenum of the 13th Party Central Committee and other relevant directives and instructions, enhance the Party’s absolute leadership of the State’s management on the military and the national defense cause.
They should continue to implement comprehensively and synchronously the Fatherland protection strategy, the national defense strategy, the national military strategy, the national border protection strategy, the national defense strategy in cyberspace and other projects approved by the Politburo in the time to come, he stressed.
