Apart from outcomes, the force’s shortcomings and difficulties in task performance over the past time were pointed out by delegates. They also proposed various measures to raise the effectiveness of border gate management and smuggling and trade fraud combat as well as to effectively deal with goods congestion at border gates.

Reports at the event revealed that since October 2021, China has tightened checks on imported goods and their transport, leading to congestion of Vietnamese container trucks at border gates. This situation has posed great challenges to the border guard force and relevant agencies.  As of March 8, there were only four border gates working on the entire Northern borderline with more than 3,000 trucks waiting for customs clearance.

In response to the situation, the Vietnam Border Guard Command directed its units to closely follow the development of the situation and make timely recommendations to higher levels and cooperate with other forces to effectively deal with challenges.

In particular, the border guard commands of provinces have accelerated patrols and management of border areas and border gates and worked with relevant agencies in carrying out foreign affairs work to facilitate customs clearance of goods. Together with setting up "green lanes," the border guard force has ensured security and safety, promptly supported goods owners and drivers, and strengthened inspection to prevent negative behaviors.

Concluding the conference, Lieutenant General Le Duc Thai asked border guard units to continue proposing measures to help the Vietnam Border Guard Command and provincial People’s Committees deal with goods congestion situation in line with the pandemic prevention and control measures and exit and entry regulations.

The commander urged border guard units to effectively carry out border guard diplomacy, combine border guard and people-to-people diplomacy, and deal with circumstances in border areas and border gates. 

In addition, the Border Management Department should work with the Department of Drug Crime Prevention to effectively manage border gates and combat smuggling, trade fraud, and other negative behaviors in units stationed along the Vietnam-China borderline, said Lieutenant General Le Duc Thai. 

He especially requested Party committees and chains-of-command of units to pay attention to political and ideological work, contributing to preventing troops from violating disciplines and laws.
