Delegates agreed that all documents for the 11th Military Party Congress were carefully drafted by the Central Military Commission in line with the spirit of Instructions 35 of the Politburo and guidelines of the Party Central Committee. Particularly, delegates highly valued the Central Military Commission’s spirit of criticism and self-criticism when frankly discussing its limitations and weaknesses in leadership during the past term, analyzing the causes, and drawing lessons from past experiences in writing the draft political report.
The delegates came to a high consensus on objectives for the military Party organization in the next term, orientations for military and defense missions in the coming years, and approaches to continue the building of a strong and pure military Party organization.
One of the contents that the congress focused discussion on was the roadmap to build the Vietnam People’s Army in the years to come.
According to the draft documents presented at the 11th Military Party Congress, the Central Military Commission and Ministry of National Defense will lead the building of the Vietnam People’s Army directly and comprehensively. The draft resolution of the 11th Military Party Congress defines that several military arms and services will be modernized first in the coming time, creating a basis for the entire military to start its comprehensive modernization process in 2030.

To conclude the discussion on the draft documents, Deputy Secretary of the Central Military Commission and Defense Minister General Ngo Xuan Lich, presiding over the discussion session, highly appreciated the opinions and ideas of the delegates, saying that the delegates were all responsible when giving their constructive ideas to the draft documents of the 11th Military Party Congress. He hailed analyses of changing and unpredictable developments in the region and world that may affect the military’s effort to safeguard national interests, independence, security, sovereignty, and territorial integrity. The Defense Minister stressed that the regional and global situation poses both opportunities and challenges to the mission of protecting the Fatherland.
In this context, General Lich suggested that the Central Military Commission and Ministry of National Defense should advise the Party and State in a timely manner to address military and defense issues as well as emerging scenarios, and craft defense strategies and projects to develop an army capable of firmly protecting the country in the current context and the future.

According to the defense leader, the Central Military Commission and Defense Ministry should lead the Vietnam People’s Army to be the driving force in strengthening the all-people’s defense posture in couple with the all-people’s security posture while paying due attention to developing a massive military reserve force and a powerful militia force.
On the morning of September 29, Permanent Member of the Central Military Commission, Chief of the General Staff and Deputy Defense Minister Senior Lieutenant General Phan Van Giang, also released the list of candidates for the delegation of the Ministry of National Defense to attend the upcoming 13th National Party Congress.
In the afternoon, delegates continued the working day with discussions on the draft documents for the upcoming 13th National Party Congress.
After the discussion, delegates voted a delegation of the Ministry of National Defense to attend the upcoming 13th National Party Congress. Accordingly, the delegation consists of 43 official delegates and 3 alternates, who will represent the military in the 13th National Party Congress.
