The workshop is part of the activities in celebration of the 70th anniversary of the establishment of the Vietnam-former Union of the Soviet Socialist Republics (USSR), now the Russian Federation, bilateral relations.
With their presentations, participants at the workshop analyzed and affirmed the wise and strategic vision of the Party and President Ho Chi Minh in training of cadres as well as the position, role and significance of Vietnam-USSR/Russia military training cooperation.
The participants highly valued the important contributions of the cooperation program to national construction and combat causes as well as victories of the Vietnam People’s Army. They also highlighted the achievements in training of cadres in all fields such as political, military, and technical affairs and affirmed that the support of the former USSR in the past and Russia now has always been valuable for training Vietnamese military cadres.
In the past, along with the huge spiritual and material assistance in the wars, the USSR helped Vietnam train tens of thousands of military personnel in all fields and at all education levels. Apart from that, the USSR also sent military advisors to Vietnam to help train Vietnamese military cadres in various areas, including weapon and technical equipment employment and the building of arms and services, making an important contribution to the final victory of the Vietnamese people.

To meet the requirements of task accomplishment in the new period, the participants proposed solutions to enhance the quality and effectiveness of the bilateral cooperation in military cadre training in particular and the comprehensive strategic partnership between the two countries in general.
Lieutenant General Pham Tuan, who later became an accomplished pilot and was one of the first military officers to enjoy the training cooperation program, stressed the importance of maintaining the cooperation in the new period.
Addressing the workshop, Deputy Director of the General Department of Politics Senior Lieutenant General Nguyen Trong Nghia held that after the workshop, the Department of Personnel, the Department of Military School Management and scientists should continue to study and make proposals to the General Department of Politics, the General Staff, the Central Military Commission, and the Ministry of National Defense to continue improving the quality and effectiveness of the training cooperation. This will contribute to the strengthening of the comprehensive strategic partnership between Vietnam and Russia, meeting task requirements in the new period.
The scientific workshop plays an important role both theoretically and practically, serving as a basis for training the officers and soldiers in the whole military about the history and the tradition of defense cooperation in general and cooperation in training military personnel in particular between the two countries.
The documents presented at the workshop also serve as a source of reference for research and teaching and learning materials for academies, schools and agencies and units in the whole military.
With a new way of thinking, new visions, objective scientific evaluation and assessment, the scientific workshop provides more scientific ground for confirming the Party’s sound and far-reaching defense relations policy and the important role of military training cooperation between Vietnam and the former USSR and present-day Russia in building a modern Vietnam People’s Army.
