During the bilateral meeting with Thailand's Permanent Secretary of the Ministry of Defense, General Sanitchanog Sangkachantra, both senior officials commended the substantive and effective cooperation between the two ministries over the past time. The collaboration is highlighted by delegation exchanges, high-level engagements, consultations, and dialogues. Cooperation among military units of the two sides remains a bright spot with tangible results. Both sides welcomed the signing of the Memorandum of Understanding (MoU) between the Vietnam Coast Guard and the Thai Maritime Enforcement Command Center (Thai-MECC) on cooperation in maritime law enforcement in August 2024.

In the coming time, both sides will promote delegation exchanges and high-level meetings. They agreed on the timeframe for holding the 6th Vietnam-Thailand Defense Policy Dialogue and enhancing cooperation between military units of the two sides, particularly in maritime law enforcement, as well as in defense industry, logistics, military medicine, rescue, and disaster relief. They will also exchange experience relating to the military role in disease control, drug trafficking prevention, and border management.

On this occasion, Senior Lieutenant General Hoang Xuan Chien extended an invitation to General Sanitchanog Sangkachantra and leaders of the Royal Thai Armed Forces to attend the 80th anniversary of the establishment of the Vietnam People’s Army, the 2nd Vietnam International Defense Expo, and send delegation to join the ASEAN Military Ceremonial Troupe Exchange in Hanoi from December 19 to 22. The Vietnamese Ministry of National Defense welcomes Thai defense enterprises to participate in the expo, which will enhance mutual understanding and cooperation potential.

General Sanitchanog Sangkachantra expressed his appreciation for the invitation and conveyed his hope to host Vietnamese defense leaders and enterprises at Thailand's Defense and Security Expo.

* In his meeting with Major General Yao Qin, Deputy Director of the Office for International Military Cooperation, Ministry of National Defense of China, Senior Lieutenant General Hoang Xuan Chien congratulated China on the successful organization of the 11th Xiangshan Forum in Beijing. He emphasized the positive developments in Vietnam-China defense cooperation, particularly in high-level delegation exchanges, border management, and the successful 8th Vietnam-China Border Defense Friendship Exchange. Both sides agreed to further strengthen bilateral defense cooperation in areas, such as high-level exchange, border management, young officer exchange, and Party-political work.

Major General Yao Qin appreciated the strong growth of Vietnam-China relations, especially in high-level exchange and defense cooperation initiatives, and expressed hope for continued enhancement of bilateral relations and defense ties between the two countries.

* During his bilateral exchange with Major General Alexandr Zinchenko, Deputy Director of the Main Directorate of International Military Cooperation under the Russian Ministry of Defense, Senior Lieutenant General Hoang Xuan Chien highlighted the practical and comprehensive bilateral defense cooperation between Vietnam and Russia, grounded in their traditional friendship and comprehensive strategic partnership.

Both senior officials highlighted the positive outcomes of high-level visits, including Russian President Vladimir Putin’s official visit to Vietnam in June 2024, and the visit of Vietnamese Minister of National Defense General Phan Van Giang to Russia in August 2024. Senior Lieutenant General Hoang Xuan Chien expressed appreciation for the Russian Ministry of National Defense's support of bilateral scientific research cooperation at the Vietnam-Russia Tropical Center, which has promoted the center to become a leading regional research institution and a symbol of their partnership. Both leaders affirmed the importance of maintaining and strengthening defense cooperation in a practical, effective, and comprehensive manner in the future.

* In a bilateral meeting with Lori Durham Abele, Acting Deputy Assistant Secretary of Defense for South and Southeast Asia at the U.S. Department of Defense, Senior Lieutenant General Hoang Xuan Chien expressed his appreciation for the U.S. Department of Defense's support in facilitating the success of Vietnamese Minister of National Defense General Phan Van Giang’s official visit to the U.S. He reiterated Vietnam’s desire to enhance cooperation with the U.S. on the basis of mutual interest, contributing to regional and global peace, stability, and development.
