The delegation of the Vietnamese Ministry of National Defense was led by Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien.
In his opening speech, Lieutenant General Somphone Mittaphone, Deputy Chief of the General Staff of the Lao People’s Army and Head of the Lao delegation highly evaluated the support of ASEAN member states for Laos as Chairman this year.

He said that this year’s theme is "ASEAN: Enhancing connectivity and resilience," and the theme of the ASEAN Defense Ministers' Meeting (ADMM) and the ADMM+ this year is "ASEAN: Together for peace, security and resilience," emphasizing Laos' commitment to promoting peace and security in the region.
During the meeting, heads of delegations extended sympathies for Vietnam, Laos, the Philippines, Thailand and Myanmar on the damages caused by Typhoon Yagi.

The meeting heard the reports on the outcomes of several ASEAN meetings, including ADSOM WG, NADI-17, ACDFM-21, and ASEAN defense cooperation.
Vietnam is taking responsibility for the initiative to place the ASEAN flag next to the national flag of each ASEAN member state at their military units participating in U.N. peacekeeping operations.

In his speech, Sr. Lt. Gen. Hoang Xuan Chien, shared that Vietnam will organize the first meeting of the ASEAN Military Intelligence Community (AMIC)’s leaders in Hanoi in this November.
At the meeting, heads of the ASEAN delegations reached an agreement on the draft of the ADMM Joint Statement and agreed on the standard operational procedures of the ASEAN Militaries' Standing Committee for humanitarian assistance and disaster relief.

On the sidelines of the ADSOM, Sr. Lt. Gen. Hoang Xuan Chien had bilateral meetings with Lao defense leaders (Sr. Lt. Gen. Vongkham Phommakone, Lt. Gen. Somphone Mittaphone), and heads of delegations from Indonesia, Singapore and the Philippines to evaluate coordination results and promote bilateral defense ties.
