The two sides signing a memorandum of understanding on border defense

Reports delivered at the event revealed that in 2021 despite the complicated developments of the COVID-19 pandemic, the two sides well maintained defense external affairs in border areas and people-to-people diplomacy. They coordinated to effectively disseminate and mobilize cadres and people to strictly observe cooperation agreements, deals and memorandums of understanding between the two localities as well as guidelines and policies of the two countries. The two units regularly worked together to prevent cross-border crimes, contributing to firmly protecting security. 

The Huaphanh provincial Military Command and the Thanh Hoa provincial Border Guard Command conducted 93 bilateral patrols with the participation of 1,118 people. The Thanh Hoa provincial Border Guard Command assisted the Lao unit in dismantling a drug ring.

Having heard about the situation and outcomes of border defense work in 2021, orientation for missions in 2022 and delegates’ opinions, the two sides agreed that border defense is a joint mission of the two countries in general and the two localities in particular. They also emphasized the need to foster coordination in carrying out the mission.

The Huaphanh provincial Military Command and the Thanh Hoa provincial Border Guard Command agreed to continue strictly carrying out protocol on the countries' borderline and border markers, disseminating and educating people living along the shared borderline of each country’s law, fostering bilateral patrol to prevent illegal activities, and working together to combat hostile forces’ schemes and activities.
