Vietnam to attend Moscow Conference on International Security 2019
PANO – A high-ranking military delegation, led by Senior Lieutenant General Phan Van Giang, member of the Party Central Committee, permanent member of the Central Military Commission, Chief of the General Staff of the Vietnam People’s Army (VPA) and Deputy Defense Minister, will participate in the eighth Moscow Conference on International Security 2019 (MCIS-8) in Moscow, Russia at the invitation of the Russian Defense Ministry.
Vietnam’s participation at the event aims to promote its role and position in the region and the world and affirm its view on regional and international issues of mutual concern, whereby contributing to strengthening the country’s benefits in multilateral fora.

Meanwhile, the event provides an opportunity for the Vietnamese Defense Ministry to continue to maintain the exchange mechanism at high levels with Russia counterparts in order to further consolidate the bilateral relationship between the two militaries in accordance with the Vietnam-Russia comprehensive strategic partnership.
As scheduled, General Giang will deliver a keynote speech at the opening ceremony for MCIS-8 on April 24 and have bilateral meetings with other foreign leaders on the sidelines of the conference.
Additionally, other members of the Vietnamese delegation will attend plenary sessions under MCIS-8.
