Hosting the conference, the Vietnamese side expected to exchange views and experience in exercising the International Humanitarian Law related to cyber warfare so as to effectively advise higher level authorities in crafting plans for the implementation of the international law in line with the Vietnamese laws and international conventions.

The symposium also helped raise the capacity to ensure cyber security in the region, especially among member countries of the ASEAN Defense Ministers' Meeting Plus (ADMM+).

Addressing the event, Major General Tong Viet Trung, Deputy Commander of the Cyberspace Operation Command (Command 86), said, as Chair of the ADMM and ADMM+ this year, the Vietnamese MND has exerted all out efforts to effectively maintain regional defense cooperation, particularly in the field of cyber security, within the framework of the ADMM+ via virtual meetings amid complicated development of the COVID-19 pandemic.

Together with other ASEAN countries, Vietnam agrees that the critical information technology (IT) infrastructure in a country should be seen as its national treasure, and serve as the backbone for the most important functions, services and operations in the society.

Vietnam attaches much importance to strengthening cyber security efforts to protect its critical IT infrastructure through increasing training and building capacity of specialized cyber security forces, and accelerating experience sharing and international cooperation in response to attacks at such infrastructure.

Vietnam also shares the same views with ICRC in applying the International Humanitarian Law in all kinds of conflicts, including cyber warfare. The Vietnamese MND commits to actively and responsibly taking part in ASEAN’s defense cooperation mechanisms in the field of cyber security to prevent cyber attacks, violations of national sovereignty of countries on the cyberspace, and cyber warfare.
