A view of the talks

From 2024 to 2026, political work exchanges and broader border cooperation between the Viet Nam Border Guard and China's National Immigration Administration have been implemented closely, practically, and cordially. These activities enabled officers and personnel from both sides to meet, exchange views, deepen mutual understanding, and consolidate peace, friendship, and stability along borders and at border gates, fostering favorable conditions for bilateral socioeconomic development.

Notably, the three-tier law enforcement mechanism for border gate control and land border management has operated smoothly. In 2025 and 2026, both forces actively served the Viet Nam-China Border Defense Friendship Exchange in Lang Son province and Quang Ninh province. They also maintained working visits, bilateral meetings, greetings, and congratulations on major national holidays, traditional festivals, and important anniversaries.

Joint efforts to promote solidarity, disseminate legal knowledge, and share political work experience have become regular practices with rich forms and practical content. Border twining initiatives have deepened, establishing 82 pairs of “friendly stations and detachments and peaceful border” alongside 73 pairs of twinned border residential clusters advised to local authorities.

Grassroots units have effectively maintained lively political work exchanges, including art exhibitions, calligraphy displays, and traditional culinary demonstrations. Through these platforms, officers shared experience in political theory, grassroots Party cell building, Party member education, and improvements in operational conduct and working methods.

Looking ahead, both sides will strengthen ongoing cooperation and explore new fields of mutual interest, continuing to carry out the “Cooperation Agreement between the Ministry of National Defense of Viet Nam and the Ministry of Public Security of China” and signed talk minutes, thereby realizing the six major cooperation directions set by both Parties and States.

Both agencies will refine political exchange mechanisms across levels with innovative, practical formats. Immediate priorities include preparations for the young officer exchange in early December 2026, followed by a political work exchange and a subsequent young officer exchange in 2028, while upgrading station-detachment twinning and initiating grassroots Party organization ties.

Both sides will boost coordinated communication on bilateral solidarity, reflecting the resolve of both Parties, States, militaries, and peoples in advancing a new era of relations. Grassroots units will advise local authorities to foster ties across border communities, expand twinning arrangements, and promote people-to-people exchanges alongside joint disaster prevention, search and rescue, and social welfare programs, consolidating peace, stability, and mutual trust to deliver practical benefits to both nations.
