During the meeting, Senior Lt. Gen. Luong emphasized that the relationship between Vietnam and China is currently at its most robust stage of development. He noted that senior leaders of the two Parties and States have reached important common understandings on deepening and elevating the Comprehensive Strategic Cooperative Partnership, as well as on building a China–Vietnam community with a shared future of strategic significance, guided by the “six more's” orientation.

General Luong affirmed that defense cooperation has remained a key pillar of bilateral relations in recent years, as demonstrated through various substantive and effective forms of collaboration such as delegation exchanges, high-level meetings, and coordination between land and maritime border management forces.

He noted that both sides have also been attentive to strengthening cooperation in military procuracy. A recent milestone was the signing and announcement of a Memorandum of Understanding between the two Military Procuratorates during the state visit of General Secretary and President of China Xi Jinping to Vietnam in April 2025.

The Vietnamese Deputy Minister of National Defense reaffirmed that the Central Military Commission and Ministry of National Defense of Vietnam will provide favorable conditions for the two Military Procuratorates to implement the agreed-upon cooperation, thereby further enhancing the friendship and solidarity between the two States and militaries in general, and between the two Military Procuratorates in particular.

For his part, Major General Zhang Jin emphasized that the successive high-level visits by General Secretary and President Xi Jinping to Vietnam in recent years have helped deepen bilateral ties. He expressed confidence that cooperation between the two Military Procuratorates will further contribute to advancing the overall relationship between the two countries and their respective Ministries of National Defense.
