The opening ceremony was attended by Major General Nguyen Hoang Nhien, Director of the Vietnam Institute of Military History; Senior Colonel Nguyen Van Thao, Political Commissar of Unit 871; along with instructors and educational management staff from the Vietnam Institute of Military History.

The Cambodian side included Major Thol Chanthy, Assistant to the Cambodian Defense Attaché to Vietnam, and 25 officers responsible for managing and researching military history in various agencies and units of the RCAF.

In his opening speech, Maj. Gen. Nguyen Hoang Nhien stated that this year's course comprises 12 special topics, three practical exercises, and one summary report. Senior officials from the institute and specialized departments with extensive expertise and teaching experience will cover these topics. Participants will also have field trips to three agencies and units and visit various historical sites in Vietnam. These activities aim to deepen the Cambodian officers' understanding of Vietnam's national traditions, people, military, and current developments.

Colonel San Sopheak, Head of the Cambodian Royal Armed Forces delegation, thanked the Vietnam People's Army officers and soldiers for their warm welcome. He highlighted that the knowledge gained from this course will provide a solid foundation for Cambodian officers to further their research and adapt it to their local contexts, enhancing military history studies and war summaries in Cambodia.
