In his opening speech, Senior Colonel Nguyen Duy Minh, Deputy Director of the Department of Foreign Relations and head of the organizing panel of the course, emphasized the longstanding and friendly relations between Vietnam and Cambodia. He reiterated Vietnam's commitment to continually strengthening and developing the sound neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability with Cambodia. Defense cooperation between Vietnam and Cambodia has seen comprehensive development, affirming its position as one of the important pillars of the bilateral relationship.

Senior Colonel Nguyen Duy Minh highlighted the importance both countries' defense ministries place on human resource training, considering it a strategic issue for bilateral relations. In response to Cambodia's needs, the Vietnamese Ministry of National Defense organize this refresher course to enhance mutual understanding and trust between the two militaries. The course also aims to provide an opportunity for defense foreign relations officers from both sides to exchange ideas and gain a better understanding of each country's foreign policy perspectives. This mutual understanding is expected to support both sides in international and multilateral forums. Additionally, the course will help participants grasp the current situations and cooperation needs, forming a basis for advising the leadership of their respective units and defense ministries on promoting bilateral defense cooperation.

The Department of Foreign Relations under the Ministry of National Defense, in collaboration with the Institute for Defense Strategy and the Diplomatic Academy of Vietnam, has designed the training program featuring seven subjects covering common knowledge and professional skills on external affairs. During the course, the Cambodian officers will also participate in field trips and visit tourist sites in Hanoi and Ha Long Bay.
