The training program, including general knowledge and professional skills, was developed by the department in collaboration with the Vietnam Institute for Defense Strategy and History and the Diplomatic Academy of Vietnam.

In his opening speech, Deputy Director of the Department of Foreign Relations Major General Nguyen Duy Minh emphasized that human resource training has continued to receive close attention from the leadership of the two defense ministries and has been identified as a matter of strategic significance for the relations of the two nations and militaries.

Based on Cambodia’s requirements, the Vietnamese department is organizing this training program to help strengthen mutual understanding and substantive trust between the two militaries. The course also aims to provide opportunities for officers in charge of defense diplomacy from both sides to enhance exchanges and gain a deeper understanding of each country's foreign policy perspectives and orientations. In addition, it will help participants better understand recent developments and requirements in bilateral defense cooperation, thereby providing a foundation for advising their respective defense leaders on measures to further advance bilateral defense ties.

The program is also aimed at improving participants’ understanding of each side’s protocol practices and serves as a platform for exchanging experiences and best practices, contributing to higher-quality and more effective exchanges of delegations.
