Peacekeepers of ADMM-Plus countries show collaboration
PANO - On September 20, an integrated practical observation session took place at the training field of Battalion 31, Brigade 128, under the Air Defense - Air Force Service. It was in the framework of the ongoing Competency Evaluation for Prospective Peacekeeper Program 2023 (CEPPP-2023) under the ADMM-Plus Experts’ Working Group on Peacekeeping Operations Cycle 4 in the 2021-2023 period in Vietnam.

Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People’s Army and Head of the CEPPP-2023 Steering Committee, participated in and presided over the observation session. Also in attendance were members of the Vietnamese Ministry of National Defense, defense attachés from 18 ADMM-Plus member countries, a team of instructors, trainees, and international military observers participating in the CEPPP-2023.

The participating forces presented a scenario where U.N. personnel, from the engineering unit, inadvertently came into contact with unexploded ordnance left over from the war and suffered injuries. Among the casualties, one victim was severely injured and required airlift medivac to a higher-level medical facility. The trainees practiced their training contents based on an integrated scenario involving military observers, engineers, and medical personnel in line with U.N. standards for incident scene management, medical first aid, casualty classification, casualty transportation, while reporting to higher authorities, and conducting communication with relevant agencies.

Assessing the results after the observation session, Senior Lieutenant General Phung Si Tan affirmed that the training scenario closely mirrored reality. The training facilities, areas, equipment, and materials were suitable and would be a valuable addition to the preparations for Vietnam's upcoming participation in U.N. peacekeeping operations. The scenario vividly reflected training experience and readiness for missions by Vietnam, as well as the good practices from other ADMM-Plus countries.
* The same day, the Japanese engineering unit currently in Vietnam for CEPPP-2023 completed the construction of a 219-meter road section, marking the 50th anniversary of diplomatic relations establishment between the two countries, precisely on September 21.
