Addressing the event, Major General Le Duc Manh, Deputy Director of the Department of Personnel, reviewed that over the past time, the Vietnam People’s Army has sent more than 4,000 officers and cadets to study 300 majors in different countries. They have successfully fulfilled their assigned tasks.

In recent years, the Vietnamese Ministry of Defense annually sent more than 700 officers and cadets to study in foreign countries. Last year and in the first eight months of this year alone, over 1,000 officers and cadets undertook the missions.

In his speech, General Manh asked the officers and cadets to uphold a firm political and ideological stance and be absolutely loyal to the Party’s revolutionary cause while seriously observing the regulations of defense external relations, laws of Vietnam and the host countries and the training establishments’ rules.

Affirming that studying in foreign countries is a valuable chance for Vietnamese learners to have access to and acquire more advanced knowledge, Manh urged the officers and cadets to support each other during their stay in foreign countries, promote solidarity and friendship with international peers, raise their self-awareness and self-reliance and promote research to acquire knowledge of science and technology.  

General Manh expressed belief that after finishing the course, the officers and cadets will apply their acquired knowledge in building the regular, elite, increasingly modern army.
