According to the report of the Department of Foreign Relations, in the first half of this year, the Central Military Commission (CMC) and the Ministry of National Defense (MND) creatively and innovatively directed the implementation of international integration and defense external affairs in line with the Party and State’s guidelines on external affairs, reaching comprehensive outcomes in bilateral and multilateral fields. Defense external affairs have proved its role as one of the pillars of the Party external relations, State diplomacy, and people-to-people diplomacy.

Meanwhile, the collaboration among agencies and units in the military and departments, ministries, sectors and localities has been further promoted. The agencies and units together have evaluated and made recommendations to the MND to address issues related to defense relations with other countries. The expertise of personnel has been gradually improved, meeting the task requirements.

Regarding the implementation of Decree No.104/2012/ND-CP dated December 5, 2012 of the Government, the departments, ministries, sectors and localities, as well as functional agencies and units in the military have focused on the leadership and direction of the implementation of the decree, safeguarding national sovereignty and the Party external relations, State diplomacy, and people-to-people diplomacy, and ensuring security, absolute safety for foreign military vessels making visits to Vietnam.

Speaking at the event, Deputy Chief of the General Staff Senior Lieutenant General Phung Si Tan assessed the results of the implementation of international integration and defense external affairs in the first six months; mapped out orientations to raise the efficiency and quality of the work in the time to come; and voiced his opinion on whether to amend Decree No.104/2012/ND-CP or draft a new one to replace.

In the last six months of this year, the deputy defense minister required the agencies and units to continue to strictly implement resolutions, conclusions and directives related to international integration and defense external affairs; maintain existing cooperation mechanisms between Vietnam and other countries while promoting cooperation in potential fields; well organize high-level visits; boost the signing of cooperation documents and completion of legal documents related to international integration and defense external affairs.

At the event, Sr. Lt. Gens Hoang Xuan Chien and Phung Si Tan presented the MND’s certificates to the outstanding collectives and individuals for their achievements in the implementation of the Decree No.104/2012/ND-CP.
