At the meeting with Singaporean Defense Minister Ng Eng Hen, General Giang congratulated the Singaporean Defense Ministry on its organization of Shangri-La dialogue via face-to-face form after two years of being affected by the COVID-19 pandemic. The two defense leaders held that despite the complicated situation in the world and region, the strategic partnership between Vietnam and Singapore continued enjoying fruitful development in many fields. On that basis, the bilateral defense cooperation over the past time has also been practically promoted.

The two ministers took the occasion to map out cooperation orientations in the time to come, focusing on the effective implementation of signed agreements and promoting cooperation among services and army corps in accordance with each side’s potential and needs.

Regarding multilateral cooperation, the two ministers discussed contents related to the upcoming ASEAN Defense Ministers Meeting (ADMM), held in Phnom Penh, Cambodia, and some world and regional issues of mutual concern.

* At the meeting between General Giang and U.S. Defense Secretary Lloyd Austin, the two sides held that the bilateral defense cooperation over the past time has achieved positive results in a number of areas, such as post-war recovery, consultation-dialogue; delegation exchange, maritime security, training, search and rescue and humanitarian assistance, U.N. peacekeeping operations to name but a few.

They agreed to further promote cooperation according to the Memorandum of Understanding on Promoting Defense Cooperation signed in 2011 and Joint Vision Statement on Defense Relations signed in 2015, with the focus on overcoming war aftermath. General Giang expressed his belief that the effective bilateral defense cooperation would help enhance mutual trust and pave the way for cooperation in other fields. On this occasion, both sides also exchanged views on the global and regional situations and issues of mutual concern.

* During the meeting with his Canadian counterpart Anita Anand, General Giang affirmed that Vietnam has always attached much importance to the comprehensive partnership with Canada, considering defense cooperation an important pillar.

Both sides agreed that the bilateral defense relations have been boosted in accordance with the Memorandum of Understanding on Bilateral Defense Cooperation signed by the two defense ministers in 2019 and the three-year defense cooperation plan for the 2021-2023 period in the fields of delegation exchange, consultation-dialogue, training, U.N. peacekeeping operations, maritime security, among others. In the coming time, they will pay due attention to high-ranking exchange, consultation-dialogue, training and more. General Giang also hailed their cooperation in English-language advanced training and U.N. peacekeeping operations.

* The same day, at the invitation of U.S. Defense Secretary Lloyd Austin, General Giang attended an informal meeting between the U.S. Secretary of Defense and the heads of delegations from ASEAN countries.
