The external affairs between the Lao Cai provincial Border Guard Command and the border and border gate protection forces of Yunnan province have been promoted in a more substantive, practical, and effective manner, becoming a bright spot in Vietnam - China border diplomacy.

Being well aware of the significance of border diplomacy, over the past years, the Lao Cai provincial Border Guard Command has grasped the viewpoints, policies and foreign policy of the Party, State, Central Military Commission, and Ministry of National Defense, as well as the directions and instructions of the Vietnam Border Guard Command and proposed many solutions to further boost border external affairs work, contributing to managing and protecting national sovereignty, political security, social order and safety in border areas and at border gates, and deepening the solidarity and friendship between the border protection forces, the two governments and people in border areas and at border gates.

In 2017, Vietnam’s Lao Cai provincial Border Guard Command and China’s Mengzi Shi Border Guard Command held talks and agreed to implement bilateral patrol mechanisms in border management and protection. Meanwhile, the Lao Cai provincial Border Guard Command and the Honghe Border Protection Team are the first units in the Vietnam - China land border area to set up and implement the joint patrol mechanism and maintain law enforcement. Also, the Vietnamese command has closely coordinated with the border protection and management forces of Yunnan’s border gate to cultivate the twinning relationships between border posts, military units, and residential clusters on both sides of the shared borderline.

On December 19, 2017, eight border posts under the Lao Cai provincial Border Guard Command set up twinning ties with eleven border protection teams of Honghe under Yunnan’s Immigration General Border Checkpoint, marking a new development step in the border external affairs of the Lao Cai provincial Border Guard Command.

The Lao Cai provincial Border Guard Command has paid much attention to conducting exchange programs via various forms, including professional, cultural, artistic and sports exchange activities; law dissemination about border and border gates; photo exhibitions and film screenings featuring the cooperative ties, solidarity and friendship between the two sides.

Attentively, the Lao Cai border force has taken the initiative in voting for the “Vietnam-China Friendship Ambassador” and the “Outstanding Party member” titles in their task performance at border gates, and honoring individuals with outstanding achievements in building friendship border units and peaceful border gates.

Moreover, the Lao Cai provincial Border Guard Command has successfully hosted the talk to exchange experience in law dissemination between four Northwestern border provinces of Vietnam, namely Lao Cai, Dien Bien, Ha Giang, Lai Chau, and Yunnan province’s border police, leaving good impressions on both sides.

The Vietnamese command has given recommendations to the Party and People’s Committee of Lao Cai province and local authorities to strengthen the State diplomacy and people-to-people diplomacy. On that basis, Lao Cao has effectively organized meetings, exchange programs, and talks, especially the building of twinning relationships between residential clusters on both sides of the shared borderline.

All these activities have contributed to raising the efficiency of the border protection and management work of the Lao Cai provincial Border Guard Command; consolidating the relations between the two governments, peoples, and border protection forces; promoting sustainable socio-economic development; and building a shared border of peace, friendship, cooperation and development.
