The event aimed to strengthen the great friendship and special solidarity between the two nations, while instilling ideals and a sense of responsibility in the young generation of border guard forces to jointly build a shared border of peace, friendship, cooperation, and development.
Deep comradeship along friendly shared border
The program formally commenced at Border marker No.476. The Vietnamese delegation, led by Senior Colonel Nguyen Quoc Hieu, Deputy Political Chief of the Vietnam Border Guard Command, was warmly welcomed by the Lao delegation, headed by Colonel Khamphouvich Dalaphet, Deputy Political Chief of the Lao Border Guard Command.

Both sides reaffirmed their shared determination to safeguard the border and border markers. Col. Khamphouvich Dalaphet emphasized that the younger generation of both countries would continue the tradition of steadfast solidarity fostered by their predecessors, aiming for long-term coordination in border management and protection.
During the program, delegates planted trees at Border Guard Company 253; paid courtesy calls on the leadership of the Bolikhamsai provincial Military Command and the Lao Border Guard Command; visited the Kaysone Phomvihane Museum and the Lao People’s Army Museum; and participated in cultural exchanges and a joint seminar. These activities provided the young officers with a deeper understanding of the revolutionary struggle and the enduring solidarity between the two nations.
Responsibilities of young border guard officers
The highlight of the program was a seminar themed “Young border guard officers of Vietnam and Laos strengthen coordination, join hands to build the shared border of peace, friendship, and development,” attended by over 300 delegates. Participants unanimously affirmed that the great Vietnam - Laos friendship is an invaluable asset. Young officers shared practical experiences regarding information exchange, bilateral patrols, territorial control, crime prevention, and legal dissemination among border residents.
Discussions closely reflected grassroots-level operational realities, proposing solutions to enhance coordination and promptly address emerging issues to avoid being passive or caught off guard. The fifth exchange program played a crucial role in solidifying the trust and responsibility of young cadres from both countries.

The event also served as a meaningful preparatory step toward the 65th anniversary of Vietnam - Laos diplomatic relations (September 5, 1962 - 2027) and the 50th anniversary of the signing of the Vietnam - Laos Treaty of Friendship and Cooperation (July 18, 1977 - 2027). On the basis of that glorious tradition, the young border guard forces pledged to continue their strong comradeship, join hands to build a border of peace, friendship, cooperation and development, contributing to preserving and cultivating the special Vietnam - Laos relationship, keeping it forever green and eternally sustainable.
