General Secretary To Lam welcomed and thanked Aboobacar for leading a high-ranking delegation of the FRELIMO Party to visit Vietnam and attend the 50th anniversary of the liberation of the South and national reunification.
The General Secretary emphasized that the participation of the FRELIMO Party, along with friendly and fraternal parties from Africa as well as from many regions around the world, is a great joy, support and encouragement for the Party, State and people of Vietnam in these meaningful days.

He expressed his belief that the visit by the FRELIMO Party delegation will be even more meaningful as it takes place right at a time when the two countries are preparing to celebrate the 50th founding anniversary of diplomatic relations (June 25, 1975 - 2025).
The Vietnamese Party chief sent his regards and congratulations to Daniel Chapo, who was recently elected as President of Mozambique and Chairman of the FRELIMO Party. He shared his good impressions of peaceful Mozambique, and expressed his appreciation for the love that the Mozambican people have reserved for President Ho Chi Minh. He believed that the FRELIMO Party will continue to lead the Mozambican people to successfully achieve the set goals, build a developed and prosperous Mozambique, and enhance its role in the region and the world.
Aboobacar thanked General Secretary To Lam for his warm reception, and respectfully conveyed the congratulations from Chairman of the FRELIMO Party and President of Mozambique Daniel Chapo to the General Secretary, the CPV, the State and people of Vietnam on the occasion of the 50th anniversary of the liberation of the South and national reunification and towards the 50th anniversary of diplomatic relations between Vietnam and Mozambique.
He affirmed that Vietnam is one of the priority partners in Mozambique's foreign policy, saying that this visit to Vietnam is meaningful because it is not only his first foreign trip since being elected as Secretary General of the FRELIMO Party in February 2025, but also receives high expectations from the FRELIMO Party and the people of Mozambique in deepening and promoting the traditional relationship and good multi-faceted cooperation between the two parties, two states, two governments and people of the two countries.
General Secretary To Lam emphasized that the CPV and the FRELIMO Party have shared a good traditional relationship of solidarity, friendship and cooperation since the 1960s and have been inherited, nurtured and increasingly developed by generations of leaders, affirming that the CPV always attaches importance to and wishes to expand cooperation with the FRELIMO Party.
The two leaders agreed on the importance of maintaining and promoting the relationship between the two ruling parties in orienting the Vietnam-Mozambique relations on the basis of political trust to expand cooperation to areas where both sides have needs and strengths such as oil and gas, liquefied gas, mineral exploitation, food production, and healthcare, while focusing on cultural cooperation and enhancing people-to-people exchanges.
The Mozambican side welcomed and was ready to create favorable conditions for Vietnamese enterprises to explore opportunities and invest in Mozambique, said Aboobacar.
Meanwhile, General Secretary To Lam also expressed the willingness to cooperate, support and share experiences in the agricultural sector to contribute to ensuring food security for Mozambique.
The two leaders highly appreciated Movitel, a joint venture between Viettel and SPI Company of Mozambique, which continues to be a bright spot in investment relations between the two countries, and agreed to promote Movitel to expand into the field of digital transformation and apply high technology in production and business in order to contribute to improving living conditions of the Mozambican people.
The two leaders also discussed a number of specific measures to promote cooperation through the Party channel, including the signing of a Cooperation Agreement between the two parties for the period of 2025 - 2030, exchanging experiences in leadership, national management, Party building and solving socio-economic issues, and expanding cooperation in training officials of the two parties.
Discussing a number of international issues of mutual concern, the two leaders agreed that the two parties and countries should continue to promote their traditions, coordinate and support each other at multilateral mechanisms such as the United Nations, the Non-Aligned Movement, ASEAN and the African Union.
General Secretary To Lam asked the FRELIMO Party and Mozambique to support the stance of Vietnam and ASEAN on resolving maritime disputes by peaceful measures, on the basis of respect for international law, especially the United Nations Convention on the Law of the Sea (UNCLOS) 1982, and ASEAN's efforts to build the East Sea (South China Sea) into a sea of peace, stability, cooperation and sustainable development.
