In a recent interview, Major General Nguyen Dinh Chien, Deputy General Director of Viettel Group, emphasized that since its first engagement in defense industry field in 2010, Viettel has always desired to master hi-tech weapons and technical equipment to contribute to the country and the military. The group has achieved initial results in production and supply of hi-tech military products, helping several units go straight to modernization, improve military and defense potential, increase self-reliance, and save State budget for military equipment import.
Attentively, the group has promoted corporate resources, pro-actively proposed tasks, received orders from the Ministry of National Defense, self-governed in designing and integrating systems, mastering core technology, and transferred technologies of components.

Thanks to their great efforts, Viettel has gained trust from the Party, State, and Ministry of National Defense in mastering hi-tech materiel and taken on many important duties in hi-tech defense industry development.
Their activities have realized the guideline of the Party, State, and Central Military Commission on building a revolutionary, standardized, elite, modernized military by 2030 and the Politburo’s resolution No.08 on speeding up the development of defense industry by 2030 and following years.
As affirmed by Gen. Chien, achievements obtained by Viettel has been an important basis for the group to become the “core” of the hi-tech defense industry complex. Together with other research facilities, defense industry establishments, industrial enterprises, Viettel will develop the defense industry in the direction of “pro-activeness, self-reliance, dual-use, modernity” as determined by the Politburo.
The Viettel Group leader attributed the group’s initial attainments in developing hi-tech defense industry to the thoughtfulness and leadership of the Party, State, Central Military Commission and Ministry of National Defense, the group’s solidarity and high resolve, the partnership with military and civilian units, and the open thinking.
Asked about the group’s goals in hi-tech defense industry development, Gen. Chien said that Viettel aims to be autonomous in research and production of a number of strategic hi-tech materiel with a focus on building pro-active, self-reliant, dual-use, modern defense industry sector, which must master cutting-edge technology and participate in firmly safeguarding the Fatherland in the new situation. The group sets specific goals for each stage and strives to join the group of large defense enterprises in the world.
These targets, according to Gen. Chien, are set based on many advantages. About the goal of autonomy in research and production of a number of strategic hi-tech weapons and equipment, the advantages are the constant improvement of the country’s position, the sound and drastic leadership and direction of the Party, Government, and Central Military Commission on developing defense industry on the basis of innovation promotion, Viettel’s certain successes in self-researching and developing background and core technologies, and the group’s high-quality human resources and modern infrastructure.
Regarding the goal of achieving a position in the world, the advantages are the group’s gaining trust in researching, producing, and providing hi-tech defense industry products for the military, the domestic market with nearly 100 million people and stable national economic growth – important factor for Viettel to apply dual-use technologies to commercial products, strong foundation for the group to go global.
Talking about Viettel’s views and methods on researching and manufacturing dual-use products, combining economy and defense, Gen. Chien stressed that the work is to actualize the Politburo’s orientation and direction in developing defense industry in a dual-use, modern direction that will becomes the spearhead of the national industry.
The Viettel leader said that currently, latest and highest technologies can be used for both civil and military purposes, so defense industry corporations from all over the world are increasing the development of dual-use products. Viettel determines that developing dual-use products is an inevitable trend and also the main direction of the group at present and in the future.
To this end, Viettel needs to create an innovative environment to attract good engineers and scientists from domestic and international schools and promote their capabilities in researching and developing dual-use technologies and products. According to Gen. Chien, that is the fastest and most effective way to develop resources, meeting both economic development and national defense requirement. In addition, the group continues to make proposals and stay ready to undertake new difficult tasks assigned by the military and the government in order to sustainably upgrade research capability. Moreover, the group should also promote the development of hi-tech products in civilian fields, participate in the global value chain of hi-tech, and enhance the export of commercial and military products to enhance brand and economic efficiency.
