Therefore, relevant units and organizations should have new solutions to seriously ensure information security.
Mastering cyber safety and security ecosystem
According to Director of Viettel Cyber Security Company Major Nguyen Son Hai, over the past three years, there have been three million denial-of-service attacks. Instead of attacking services via website or server of an organization, hackers nowadays target terminals, Internet of Things (IoT) devices, and collaborators’ devices and then hit the core network system. Meanwhile, security experts of the Vietnam Cyber Security Joint Stock Company also pointed out that in the last two years, more than seven million IP addresses have been attacked with malicious codes per year in Vietnam. Therefore, information security is considered a major issue in the country’s digital transformation strategy.

In his speech themed “National digital transformation, developing digital government, digital economy, and digital society” during the recent 13th National Party Congress, Minister of Information and Communications (MIC) Nguyen Manh Hung affirmed that if digital transformation is considered a sharp weapon to expand national cyberspace, cyber security and safety should be seen as a solid shield. Cyber security and safety must go hand in hand with and become an integral part of digital transformation.
Over the past time, the MIC has identified that one of the major aspects of ensuring cyber security and safety is that agencies and organizations need to deploy a four-layer protection model. Reportedly, by December 2020, 100 percent of ministries, sectors, and localities in the country had implemented the model, against only 19 percent in a survey in June of the same year.
An important event in the cyber security and safety field in 2021 was that Vietnam mastered 90 percent of an ecosystem of domestic cyber security and safety products serving the Party and state agencies, paving the way for ensuring information security in Vietnam. Hence, over the past five years, the proportion of domestic information security products has increased impressively, reaching 91 percent this year.
Popularizing cyber security products and services as soon as possible
As more new technologies are created, Vietnam needs to have a new mindset in information security management. According to Director of the MIC’s Information Security Department Nguyen Thanh Phuc, the best way to ensure information security is to manage risks instead of requiring zero risks. Information security must be considered a service that connects technology, people, and procedures. Therefore, a professional cyber security and safety service can ensure information security for organizations and individuals.
The MIC will soon take measures to mobilize state agencies to invest in cyber security and safety, while continuing to evaluate products of domestic enterprises with a focus on developing an ecosystem of information security products in Vietnam, added Phuc. The department will build an information security assessment and verification system according to international standards to be able to evaluate about 300-500 versions of information security products in the period of 2021-2025.
Besides, Phuc also mentioned the concept of “Fermium service,” which means charging only for advanced services, not for basic services. It is difficult for people to assess whether it is a good or bad information security service. Therefore, enterprises in this field should work out solutions to provide free services while showing customers the value of the charged services.
Earlier, the MIC’s minister affirmed that digital applications will be popular, as will cyber safety and security. Thus, it needs to be accessible and usable. The ministry encourages enterprises to soon introduce cyber safety and security services to all people and organizations across the country.
In addition, cooperation among leading security enterprises is also important. Head of Technology Solutions Department, IBM Vietnam, Nguyen Nhat Tan held that although IBM is the leader in security solutions for businesses, it always works with many other companies willing to build up solutions that are ready to integrate into partners’ technologies.
