However, there has been several shortcomings in technologies, products, maintainance, and technical issues.

Resolution No. 765-NQ/QUTW of the Central Military Commission issued on December 20, 2012 on improving the training quality in the 2013 - 2020 period and the following years has clearly defined many groups of tasks and solutions to address shortcomings in training activities. Noticeably, the Central Military Commission required the military’s simulation industry to actively enhance cooperation with scientific research establishments at home and abroad to improve, buy, manufacture and use simulation devices to improve the training quality.

Over the past years, several units such as the Technological Application and Production One Member Limited Liability Company (Tecapro), the Institute of Simulation Technologies of the Military Technical Academy, the Viettel High Technology Industries Corporation (VHT) under the Military-run Industry and Telecoms Group (Viettel), have accelerated researching and manufacturing of models and simulations with effective application, contributing to improving the training quality and combat readiness.

The Viettel High Technology Industries Corporation (VHT) is the key research and manufacturing unit of Viettel specialized in military and civilian sectors. VHT has successfully internalized a completed process from researching, designing to manufacturing and selling cutting edge technology solutions. In military technology sector, VHT provided numerous modern weapons and equipment to units.

In the sector of simulation models, VHT has a multifucntional center with numerous emulation systems and products for military training. The corporation directly researched and manufactured the simulation system of T-54B and T-55 tanks to replace the foreign one.

Another system created by VHT is the training simulator for flight commanders and pilots of Su-30MK2 combat aircrafts. The product meets all technical and tactical criteria of the training process with advanced technologies such as Data Fusion Surrogated Model (DFSM) or Co-Kriging method.
