Building the Vietnam People’s Army to be revolutionary, regular, elite, and modern is a major guideline reflecting the strategic vision and thinking of the Party and the State regarding the cause of national construction and defense in the current period. In the process of thoroughly grasping and implementing the Party’s resolutions, General Phan Van Giang has authored numerous important articles, speeches, and interviews on building an “elite, compact, and strong” military as the foundation for advancing toward modernization.

The book consists of 38 articles along with a number of photos capturing the activities of the Minister of National Defense. The contents are arranged thematically in line with the chronological order of publication and the evolution of major political events of the Party, the nation, and the military. The book is divided into two parts.

Part One focuses on thoroughly grasping the Party’s military and defense guidelines and building the Vietnam People’s Army to be revolutionary, regular, elite, and modern.

Part Two addresses the building of a whole-people's defense posture to meet the requirements of the Fatherland protection in the new era.

Through this book, readers can clearly see an image of a peace-loving Vietnam and a Vietnam People’s Army that is always ready to be a friend and reliable partner, actively and responsibly participating in international activities for noble purposes. The spirit of “self-reliance and self-strengthening” is repeatedly emphasized as a firm affirmation of the mettle and steadfast stance of the Vietnamese nation on the international stage. Alongside the articles, speeches, and interviews, the book also features selected photos documenting the Minister’s activities.

Speaking at the book debut, Senior Lieutenant General Truong Thien To, Deputy Chief of the General Department of Political Affairs, stressed that the book represents the crystallization of Marxist-Leninist military science and Ho Chi Minh’s Thought combined with the vivid realities of building the Vietnam People’s Army in particular and the whole-people's defense posture in general. He requested that agencies and units across the entire military thoroughly study and grasp the ideas and guiding viewpoints of the Minister of National Defense as reflected in the book, regarding it as a foundational reference for political and ideological education as well as for leadership and direction in carrying out tasks related to the military building and national defense consolidation in the new situation.
