Addressing the event, Deputy Minister of Education and Training Nguyen Thi Nghia affirmed the program will partly help students continue their studies and build a better future. She added that over the past time, the ministry has issued policies for needy students, while the Central Committee of the Ho Chi Minh Communist Youth Union and its newspapers have organized a series of practical activities to support their studies.

On this occasion, Ms. Nghia called upon businesses to maintain their supports to help student overcome difficulties to realize their dreams. She affirmed that these scholarships are meaningful in encouraging needy students to achieve good academic records. After the program in Hanoi, the organizers will then present scholarships to students in Ho Chi Minh City and other localities across the country from now to late December.
