According to the dispatch, the central region has experienced exceptionally heavy rainfall and flooding in recent days, combined with high tides. Water levels on several rivers broke records, causing widespread inundation, severe damage to lives, property, crops, livestock and socio-economic infrastructure, and significantly disrupting local livelihoods and business activities.

In response, the Government and the Prime Minister have closely monitored the situation and issued urgent instructions to ensure early and proactive flood prevention and response. Ministries, localities, residents, and the business community have swiftly implemented measures to minimize losses and accelerate post-disaster recovery.

To ensure the effective implementation of policies and timely insurance benefit payments for affected residents and businesses, helping stabilize local conditions and support the resumption of production and business activities, the Prime Minister requested ministers, heads of relevant agencies, and chairpersons of the People’s Committees of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong to focus on a number of key tasks.

The Ministry of Finance is to work with relevant ministries and localities to require and urge insurance companies to promptly develop solutions to quickly and definitively settle claims for insured residents and businesses affected by the floods. Payments must be made swiftly, conveniently, fully, and in accordance with the laws on insurance and related regulations.

The Ministry of Finance must also direct the Vietnam Social Security to ensure timely and full payment of social insurance, unemployment insurance, and health insurance benefits, with simplified and convenient procedures. The ministry is tasked with addressing issues within its authority or reporting to competent bodies on measures to support localities in overcoming storm and flood impacts.

The Ministry of Health, in coordination with the Ministry of Finance and relevant localities, is to ensure the prompt settlement of health insurance-related medical examination and treatment benefits for insured individuals affected by flooding, in line with related legal regulations.

The Ministry of Home Affairs is instructed to work with the Ministry of Finance and relevant localities to ensure timely and full settlement of unemployment insurance benefits for affected workers, consistent with the law on employment and related rules.

Chairpersons of the People’s Committees of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong are to actively coordinate with the Ministry of Finance, the Ministry of Health, and the Ministry of Home Affairs to safeguard the rights and legitimate interests of residents and businesses.

The Government Office will monitor and urge the implementation of this dispatch and report issues beyond its authority to competent bodies.
