Yen said the Politburo has come up with an overall plan on the organizational structure and proposed personnel for key State leadership positions, which were first submitted to the Party Central Committee for review, then forwarded to the N.A. for formal approval within its authority, a process that upholds the principle of the Party's leadership, the State's management, and the people’s mastery.

Vice Chairwoman of the N.A. Committee for Deputy Affairs Ta Thi Yen speaks at the press conference.

She underscored the importance of the N.A.’s election and approval of State leadership positions at the first session, saying that this step will consolidate the senior leadership apparatus, while ensuring stability, continuity, and smooth operations of the political system right after the election. The process clearly demonstrates the N.A.’s role as the highest representative body of the people and the supreme organ of State authority, responsible for deciding important national matters, particularly in the selection of key State leaders, thus turning the Party’s policies into the State's decisions.

As the country enters a new stage of growth that requires deeper institutional reform, choosing leaders with sufficient competence, integrity, and prestige will be critical to meeting socio-economic development goals, improving governance, and meeting public expectations, Yen said, describing the upcoming leadership lineup as important groundwork for the new term, with renewed hopes for deeper reforms, concrete action, and sustained national progress.

According to the official, the N.A. will elect and approve 39 State leadership positions at the first session, including N.A. chairperson and vice chairpersons, members of the N.A. Standing Committee, State President and Vice State President, Prime Minister, Chief Justice of the Supreme People’s Court, Procurator General of the Supreme People’s Procuracy, and the State Auditor General.

At the same time, deputies will approve nominations for Government positions, including Deputy PMs, ministers, and other Cabinet members, along with additional posts under the legislature’s purview.

The exact number of N.A. vice chairpersons and Deputy PMs will be determined based on practical needs, workload in the new term, legal requirements and the Party Central Committee’s guidance. The overall spirit is to build a streamlined, effective and efficient apparatus while maintaining stability and continuity, with sound adjustments to meet requirements for institutional reform, economic development and global integration, Yen explained.

The decisions will be made carefully, comprehensively and strictly in line with the law, the official added.
