In his opening remarks, N.A. Chairman Tran Thanh Man noted that the meeting takes place as the entire country celebrates the 80th anniversary of the August Revolution (August 19) and National Day (September 2). He stressed that this is a crucial session to consider and give opinions on a wide range of issues to be submitted to the N.A.'s 10th sitting, the final of the current term, which will review the 2021-2026 tenure and prepare for the celebration of the 80th anniversary of Vietnam’s first general election.

He reiterated the guiding principle that at its coming 10th session, the parliament will only pass the laws that are truly urgent and needed to address economic and social challenges amid the continued streamlining of the State apparatus. The Government is expected to present more than 90 items, including 47 draft laws, but only those qualifying for one-session approval will be considered; others will be left to the 16th N.A.
At the 48th session, law-making remains the focus of the Standing Committee, which will review 13 draft laws, seven presented for the first time and six revised after discussion at the N.A.’s 9th sitting. These include key judicial laws such as the Law on Extradition, the Law on Transfer of Persons Serving Prison Sentences, the laws on legal assistance in criminal and civil matters, the revised laws on enforcement of criminal and civil judgements, as well as amendments to the laws on education, higher education, and vocational education.
The committee will also scrutinize two important draft resolutions: one on practicing democracy within agencies of the N.A. and people’s councils, and another on budget norms for verifying legal documents.
Regarding the supervisory work, committee members will continue deliberating the results of the supervision over the enforcement of policies and laws on human resources development and use, especially high-quality personnel, to meet socio-economic development needs. Other agenda items include special mechanisms and policies for building Gia Bình International Airport, the number of regional State Audit offices under the State Audit Office, and the July 2025 report on citizen petitions.

If conditions are in place, the committee will also consider several other major draft laws, including the amended laws on the press, population, disease prevention, judicial records, civil aviation, and bankruptcy, along with budget allocation adjustments.
The N.A. Chairman urged all agencies to prepare documents thoroughly, ensure legislative quality and deadlines, and maintain discipline and sense of responsibility through the end of the term.
Given the large workload and tight schedule, he called for concise and focused reports, along with constructive and solution-oriented discussions to ensure consensus before submission to relevant agencies.
