The state’s efforts to reform public administration have not produced expected breakthroughs and they are not contributing much to development, said scientists.
Many documents have been promulgated but they are not high quality and have failed to consistently demonstrate the spirit of administrative reform, said participants at a conference held by the National Academy of Public Administration on June 28.
The conference entitled ‘Vietnam’s state public administration in the eyes of scientists’ also pointed out that public affairs institutions do not clearly and transparently define the responsibilities of State administrative agencies and civil servants.
“Vietnam still lacks mechanisms for supervising the quality and efficiency of public administration reform, even after 10 years of implementing the overall programme on this,” said Dr Nguyen Dang Thanh, Director of the National Academy of Public Administration.
Participants in the conference reviewed the reform programme over the past 10 years, assessing both its successes and failures, and analysing its barriers and scientific grounds for the programme.
Despite certain shortcomings, the scientists agreed that the programme has helped improve some aspects of the country’s public administration, from work conditions and facilities to apparatus and personnel.
