Senior Lieutenant General Le Quang Minh delivers the opening remarks. |
The conference aimed to disseminate directive documents from the Party, State, and the MND. It also provided standardized guidelines nationwide on the technical procedures for sampling, transporting, and handing over martyrs’ remains samples, as well as using the related information management software. Thereby, the event fostered professional skills for the core forces performing duties in localities, serving as a basis for military regions and provinces to organize decentralized training, contributing to the successful implementation of the “500-day-and-night campaign to step up the search, collection, and verification of martyrs’ remains.”
Speaking at the event, Senior Lieutenant General Le Quang Minh, Deputy Director of the General Department of Political Affairs, emphasized that the direct guidance from the Defense Ministry’s leaders reflects the deep concern of the Central Military Commission for this particularly sacred political task.
To ensure high efficiency, Senior Lieutenant General Le Quang Minh requested the organizing panel and instructors to deliver concise and focused theoretical content, while paying special attention to hands-on practice, step-by-step guidance, and addressing trainees’ queries. Following the training, documents, and video clips must be distributed to agencies, units, and localities for practical application. He also urged the trainees to uphold their sense of responsibility, stay focused, and firmly grasp both theory and practical techniques.

An overview of the conference |
Furthermore, functional agencies under the central government, the Defense Ministry, and steering committees at all levels were asked to closely coordinate to create a synchronized and favorable directing mechanism for localities. Based on the ministry’s guidelines, Party committees, and chains-of-command of agencies, units, and localities must promptly organize decentralized training for grassroots-level personnel. This ensures consistency and synchronization, allowing for the early field implementation of taking and handing over martyrs’ remains samples.
Right after the opening ceremony, the organizing panel conducted training on three topics: “Basic contents of implementing the 500-day-and-night campaign to step up the search, collection, and identification of martyrs’ remains,” “Technical procedures for taking, transporting, and handing over martyrs’ remains samples,” and “Instructions on using the martyrs’ remains sample information management software.”
