* On September 11, Senior Lieutenant General Tran Quang Phuong, Deputy Chairman of the National Assembly, inspected the damage caused by the floods and visited vulnerable landslide-affected areas in Huoi Leng commune, Muong Cha district, and Muong Pon commune, Dien Bien district, Dien Bien province. He acknowledged the proactive efforts of local authorities and residents in responding to the disaster and emphasized the need to remain vigilant and prepare to cope with flash floods and landslides as well as mitigate their impacts. On behalf of the leadership of the Party, State, and National Assembly, he provided VND 200 million to support Muong Cha district and VND 300 million to Dien Bien district in recovering from the floods, and offered gifts to severely affected families.
* In response to the disaster, on September 11, the military mobilized nearly 44,500 officers and soldiers, more than 10,700 militia members, over 2,100 vehicles, and search and rescue dogs from Military Regions 1, 2, and 3, the Naval Service, Air Defense - Air Force Service, Vietnam Border Guard Command, Vietnam Coast Guard Command, and Corps 18. * On the same day, the Air Defense - Air Force Service assigned Regiment 916 of Division 371 to prepare for air rescue missions in Yen Bai and Cao Bang provinces. Immediately, experienced air rescue crews were selected, and all necessary preparations were made. Regiment 916 planned to deploy two flight teams for search and rescue operations and transport relief supplies to the provinces. In addition, a backup helicopter was prepared for any emergencies.
* On the afternoon of September 11, under the orders of the Ministry of National Defense, a helicopter from Northern Vietnam Helicopter Company (Corps 18) took off from Hanoi to deliver aid to people suffering from the severe effects of the floods in the Northern mountainous provinces. The modern EC-155B1 helicopter, with registration number VN-8621, flew in harsh weather conditions and heavy rain. At 2:08 p.m., the aircraft landed in Nguyen Binh district, Cao Bang, and handed over relief supplies to the district's Military Command for distribution to residents affected by the floods. On the same day, Corps 18 also used helicopters for aerial assessments of the recovery efforts following Typhoon Yagi in Quang Ninh province.

* On September 11, the Department of Military Supplies and the Department of Transport under the General Department of Logistics organized the receipt, transport, and distribution of food supplies to Military Regions 1, 2, and 3 to assist people in recovering from the effects of Typhoon Yagi and subsequent flooding. The Department of Military Supplies was tasked with receiving food from the national food reserve depots and collaborating with the Department of Transport to deliver 100 tons of rice to Military Region 1 (30 tons), Military Region 3 (30 tons), and Military Region 2 (40 tons). The transportation was scheduled for completion by the night of September 11.
* On September 11, the Ha Nam provincial Military Command mobilized over 300 officers, soldiers, and militia members to evacuate residents and move assets out of flooded areas in Thanh Liem and Ly Nhan districts. The unit organized teams to be on duty all day at critical points prone to flooding, ensuring prompt response to protect people’s lives and property.
* Due to the impact of Typhoon Yagi, rivers in Nam Dinh province swelled, causing localized flooding and the risk of dyke breaches in Y Yen, Truc Ninh, Hai Hau districts, and Nam Dinh city. In response, the Nam Dinh provincial Military Command directed its officers and soldiers to work with local forces to reinforce vulnerable dyke sections and relocate residents and assets from danger zones to safety.
* On September 11, the Hung Yen Provincial Military Command mobilized over 400 soldiers and 3,000 militia members to help flood-affected localities evacuate residents, assets, and livestock. On-duty teams were also dispatched to monitor the situation all the time, ensuring readiness to respond to any developments.

* Senior Colonel Nguyen Quang Thuyen, Principal of the Border Guard Vocational School No.24, stated that on September 11, their search and rescue team, including officers and search and rescue dogs, departed for Bao Yen district, Lao Cai province. They coordinated with the Lao Cai Border Guard Command to search for victims of the flash flood in Lang Nu hamlet, Phuc Khanh commune, Bao Yen district.
* On the morning of September 11, the Steering Committee for Natural Disaster Prevention and Control and the Search and Rescue of Quoc Oai district (Hanoi) directed the district military command to send hundreds of officers and soldiers of Regiment 102 of Division 308 to reinforce the dyke surrounding Lien Mai hamlet, Ngoc Lien commune (Quoc Oai district), and prevent flooding. Officers and soldiers worked diligently to reinforce nearly 3km of the dyke at vulnerable points to protect local residents.
* On the same day, the Military School of the Hanoi Capital Command mobilized officers and cadets to help 115 households in Hung Thinh and Ha Tan hamlets, Duong Lam commune, Son Tay town, evacuate people and property to avoid the flooding.
* On the afternoon of September 11, Colonel Trinh Van Chien, Commanding Officer of Long Bien district's Military Command (Hanoi), stated that the command's officers and soldiers assisted approximately 300 households with over 1,000 residents in flood control and dyke reinforcement. Forces were on standby for any emergencies.
* In Thanh Tri district (Hanoi), military units stationed in the area, including the Commando Corps, Brigade 239 (Engineering Corps), and Thanh Tri district's Military Command, along with local militiamen from Yen My, Duyen Ha, and Van Phuc communes, mobilized over 500 officers, soldiers, and dozens of vehicles to quickly evacuate hundreds of households and livestock from areas at risk of deep flooding.
