On the way to La Si village, Thu Lum commune, Muong Te district, Lai Chau province, Major Le Minh Chuc, Political Commissar of Thu Lum Border Station, revealed that Thu Lum is a border commune holding an important strategic location for Muong Te district and Lai Chau province. Currently, the commune has nine villages located close to the borderline. It has more than 500 households with over 2,490 people. It is also home to three ethnic minority groups, namely Ha Nhi, La Hu and Dao.

Defining dissemination and mobilization work as one of the significant factors to effectively implement border work, the border guard force has closely coordinated with local authorities to accelerate law dissemination and education among local people, contributing to raising people’s awareness and heightening their responsibility of building and protecting security and order, and national sovereignty in border areas.

Disseminating information to local people

During a dissemination activity about preventing illegal exit and entry to China in U Ma village, Thu Lum commune, border officers used loudspeakers, distributed leaflets, and organized an artistic program for local people. Meanwhile, Major Pham Minh Tri, Deputy Political Commissar of Thum Lum Border Station, shared that together with popularizing information related to illegal exit and entry, the unit has also updated local people on legal documents about national sovereignty in border areas. Thanks to specific and easy-to-understand information, there has not been any illegal border crossing in the locality.

In Phong Tho, Sung A De from Hang E village, Pa Vay Su commune was harvesting rice with his family. This was the second time that A De's family had had an abundant crop after many years of facing difficulties and poverty.

A De said that over the past two years, border officers have instructed him on how to grow rice and vegetables to promote economic development, eradicate hunger, and reduce poverty. Therefore, his family’s living standard has improved significantly.

Joining hands with border guards in border protection

According to a report on the mass mobilization work of Thu Lum Border Station, in 2023, the unit has worked with the local authorities to thoroughly grasp local situations. At present, there is no longer any illegal religious popularization, thereby ensuring security and order in the locality.

According to Major Pham Minh Tri, the unit, together with local authorities, has launched a model on borderline and border marker self-management, with the participation of seven teams and 30 individuals. Meanwhile, local people in nine villages of Thu Lum commune made a commitment to implement the movement “All people participate in the fight against crime to maintain political security, social order, and safety in border areas,” among others.

Chairman of the Thu Lum commune People's Council Chu Long Hu shared that over the past time, border troops have stepped up dissemination work and mobilized local people to join hands with the border guard force in conducting patrol and protecting national border, contributing to consolidating political security and social order and safety in the commune.

For Vang A Da - the village patriarch of Pho 2, Pa Tan commune, Sin Ho district, the participation of local people in law dissemination and education programs held by the border guard force has become a regular and meaningful community activity, contributing to speeding up economic development and raising people’s living standards.
