One notable example is the model in Sa De Phin commune (now Sin Ho commune, Lai Chau province), which is credited as a bright spot in implementing the Law on Marriage and Family. The model was launched by the Lai Chau Provincial Military Command.

Previously, the commune faced many difficulties, with the poverty rate nearing 36 percent. Child marriage and consanguineous marriage remained common, causing serious consequences for local residents.

To address the issue, military units worked with local authorities to raise awareness of the Law on Marriage and Family through meetings at village cultural centers and schools, mobile film screenings, field outreach campaigns, local loudspeaker systems, banners, and leaflets in both Vietnamese and H’mong languages. Working groups were also sent to villages to encourage families with underage children to commit themselves to preventing early and inbred marriages.

The initiative has delivered clear results. Local H’mong residents have become more aware of the harmful effects of these practices and actively worked to prevent them. Today, Sin Ho commune no longer records cases of child marriage or consanguineous marriage, contributing to better health and living conditions.

To ensure outreach models bring practical results, Military Region 2 has instructed all levels to focus on grassroots engagement, encouraging officers and soldiers to stay close to the people, understand their concerns, learn from them, and earn their trust through concrete actions. As a result, many effective and influential models have been developed across the region.

Prominent examples include “Encouraging the H’mong people to celebrate Tet with the Kinh” in Lao Cai, Tuyen Quang, and Lai Chau; “Three effective mass mobilization practices” by Division 316; “Dissemination team” and “Situation monitoring teams” in Phu Tho province; “Recruitment linked with training new party members” in Son La; “Mobilizing people to donate land for training grounds” and “Building durable houses” in Dien Bien…

Since 2025, the armed forces of Military Region 2 have deployed more than 29,000 turns of officers to nearly 19,000 communes, villages, and hamlets to assess local conditions, advise authorities, strengthen grassroots political organizations, and promptly resolve emerging issues. These efforts have contributed to maintaining political security, social order, and public safety across the region.

In coordination with local authorities, more than 270 houses, which are either comradeship, solidarity, or gratitude, have been built for policy beneficiary families, poor households, and those facing special hardship.

Thousands of officers, soldiers, and militia members have also joined local authorities and residents in disaster prevention, recovery, and search-and-rescue operations. They have built 132 new houses, urgently relocated 205 others, and repaired 302 others damaged by storms and floods before handing them over to residents.

According to Dao Thi Thanh Nhan, Deputy Head of the Standing Committee of the Lai Chau Provincial Party Committee’s Commission for Information, Education and Mass Mobilization, the provincial armed forces have effectively coordinated communication and outreach programs to help people implement Party guidelines, State policies and laws, socio-economic development plans, and social welfare programs. They have also supported grassroots political systems in border areas and assisted residents in economic development, hunger eradication, and sustainable poverty reduction.

Major General Nguyen Hong Thai, Deputy Political Commissar of Military Region 2, said the military region will continue improving the quality of mass mobilization activities. Future efforts will focus on studying and applying President Ho Chi Minh’s thought, implementing the Party’s policies on public outreach, and translating higher-level resolutions into practical action plans.

Military Region 2 will also continue coordinating closely with local authorities, the Fatherland front, agencies, and mass organizations to develop more effective outreach models linked with digital transformation and technology, while ensuring comprehensive benefits for both the armed forces and local communities.
