* On the afternoon of October 10, at a conference to discuss post-flood epidemic prevention in Military Region 1, Major General Phung Ngoc Son, Deputy Director and Chief-of-Staff of the General Department of Logistics and Technical Services, requested relevant agencies and units to urgently deploy disease prevention measures, ensure adequate medicines, disinfectants, and medical equipment, and use chloramine B to disinfect water sources and prevent disease outbreaks.
* The same day, while inspecting flood recovery efforts in Thai Nguyen province, Major General Truong Manh Dung, Commander of Military Region 1, praised the local armed forces for their high sense of responsibility and service to the people. He requested the forces to continue mobilizing personnel and equipment to help locals clean up and repair schools, medical stations, and houses, and distribute relief goods to affected families.
* Also in the afternoon, authorized by the Central Military Commission and the Ministry of National Defense, a delegation from Military Region 1, led by Major General Do Van Tuan, Deputy Commander of the military region, handed over relief supplies to Nam Hoa commune, Thai Nguyen province. The delegation presented 200 mosquito nets, 200 blanket covers, and 50 sets of civilian clothes to local people. Thai Nguyen province also received supports and distributed 4,000 mosquito nets, 4,000 blanket covers, and 1,000 sets of civilian clothes to 20 communes and wards heavily affected by Typhoon Matmo (Storm No.11).

* From October 9 to 10, Division 312 under Army Corps 12 urgently assisted local authorities in Trung Gia and Da Phuc communes (Hanoi) in dealing with dike incidents, mobilizing around 2,000 troops to evacuate nearly 300 households to safe areas, reinforce 10km of dikes, and help local people harvest 2ha of crops. The division also continued its flood relief efforts in Thai Nguyen province.
