The delegates agreed that the draft law had undergone several adjustments since its submission to the fourth session of the 14th National Assembly, incorporating feedback from N.A. deputies and the N.A. Standing Committee.

Mr. Dieu Huynh Sang, a deputy from Binh Phuoc province, expressed agreement with the regulations on establishing the Civil Defense Fund, which would provide backup resources for natural disaster response and economic recovery. He noted that the establishment of the fund would result in more available resources for emergency relief operations, reducing the damage caused by disasters and accidents.

Deputy Tran Thi Hong Thanh from Ninh Binh province added that the establishment of the Civil Defense Fund would create a flexible legal mechanism for promptly dealing with emergency situations and overcoming the consequences of natural disasters. This would meet the requirements of the civil defense tasks specified in Resolution No.22-NQ/TW issued on August 30, 2022.

However, some opinions were raised that the fund should be established only after natural disasters or accidents occur.

Chief of the General Staff of the Vietnam People's Army and Deputy Defense Minister Senior Lieutenant General Nguyen Tan Cuong stated that the editorial board of the draft law and the government had agreed to propose a plan to establish a Civil Defense Fund to the N.A. He noted that the civil defense sector covers a wide scope, dealing with various areas of social life and important national issues, including overcoming war consequences, preventing and responding to natural disasters, pandemics, and environmental issues, and protecting people, agencies, organizations, and the economy.

The General added that the fund would be used when the state budget could not provide timely assistance, and when the resources required for overcoming accidents were substantial. As an example, he cited Vietnam's mobilization of financial sources from the state budget, groups, and individuals during the COVID-19 pandemic prevention and control.

Concluding the discussion, N.A. Vice Chairman Tran Quang Phuong acknowledged the responsibility and efforts of the agencies in charge of drafting the law and their close and regular coordination in the study to perfect the document. The meeting also agreed with the report on several major issues in the explanation, acceptance, and revision of the draft Law on Civil Defense, and approved the scope of adjustment and major contents of the draft law.

An overview of the conference

The N.A. Vice Chairman requested the Secretary-General of the National Assembly to summarize the opinions discussed at the meeting and the opinions of the delegations to the National Assembly, and transfer them to specialized agencies for further studying, absorption, and explanation. The N.A. Standing Committee will work with the Government to direct relevant agencies to study the opinions of the National Assembly deputies, finalize the draft law, and submit it to the 15th National Assembly’s fifth session for consideration and voting to pass.
