In his speech delivered at the Whole Military Politico-Military Conference last December 20, Party General Secretary Nguyen Phu Trong emphasized that the whole military had to seriously, closely and effectively implement the Politburo’s Resolution No.05-NQ/TW on organizing the Vietnam People’s Army in the 2021-2030 period.

According to the Party chief, it is a very big important issue in close connection with ideological and policy work. Therefore, it must be implemented closely, resolutely, persistently with an appropriate road-map and steps without subjectiveness and hastiness. While implementing, it needs to bring into play the roles and responsibilities of agencies and units, and closely combine ideological work with policy work. In addition, arising problems must be detected and handled in a timely manner not to affect other working aspects. Other things that should be done include good management of facilities, assets, supplies and equipment; prevention of losses and wastefulness, guarantee of absolute safety; synchronous development of regulations on units’ functions and tasks and ensuring their operations adjusted smoothly and effectively; maintenance of stability in the whole military after any adjustment and merger; and assurance of stronger combat strength of the military to further meet mission requirements.
Embracing the Politburo’s resolution and the Party General Secretary’s direction, the Central Military Commission (CMC) and the Ministry of National Defense (MND) have defined 2023 as the year of force organization adjustment with specific goals of close and serious implementation of the 13th Politburo’s Resolution No.05 and the Central Military Commission’s Resolution No.230 on military organization in the 2021-2030 period and following years.
In fact, the CMC and MND have, over the past years, focused their leadership and direction on comprehensively carrying out solutions to build an elite, compact, strong military, initially reaping important results; ensuring balance and synchronization among services and corps, agencies and units, regular and reserve forces.

In his article entitled “Building an elite, compact, strong and modernized military meeting requirements in Fatherland construction and defense cause in new situation” on the Online Whole People’s Defense Journal in July 2022, Deputy Secretary of the CMC and Defense Minister General Phan Van Giang emphasized five tasks that the military must effectively implement.
Firstly, the military embraces and seriously and effectively carries out the 13th Party Central Committee, the Politburo and the CMC’s resolutions on building an elite, compact and strong military. This is a decisive factor to achieve the military building goal and ensure the military’s synergy, higher combat strength to meet Fatherland safeguarding task requirements in the new situation. The military organizational adjustment must be done under the absolute and direct leadership of the Party, regular and direction and leadership of the Politburo, and concentrated and united management of the Party, as well as leadership and direction of all-level Party committees, cells and chains-of-command.
Secondly, it must be consistent with the principle of building a politically-strong military. It is fundamental to uphold and strengthen the nature of the working class, and the fighting goals and ideals of the Party and is a decisive factor in the military’s successful fulfillment of all assigned duties.
Thirdly, reviewing and strengthening the organization, personnel, equipment of agencies and units to meet requirements and missions in the new situation must be conducted regularly. This is among important factors forming the military’s synergy and combat strength. Accordingly, the organizational and personnel adjustment should match agencies and units’ functions and duties. For operational and strategic-level agencies, it needs to avoid overlapping of functions and tasks, increase the number of personnel for newly-founded units and for those taking on combat readiness and training duties in strategic localities and in border areas and on islands. For combat units, it needs to enhance combat power and maneuverability.

Fourthly, it needs to thoroughly grasp the viewpoint of “people first, guns later,” regularly focus attention on building high quality human resources, and build an elite, compact, strong military in combination with training renovation. This is one of the key, breakthrough, and decisive steps that ensure the military is elite, compact, strong and gradually-modernized and completes all duties in the new condition. The strength of the military is the combination of various factors, such as personnel, weapons, equipment, fighting art, in which, personnel is the decisive factor.
Fifthly, the building and development of defense industry to meet the modernization of materiel must be a focal point. In actualizing Party General Secretary Nguyen Phu Trong’s direction, from this year on, the whole military will promote the application of Industry 4.0’s achievements, further develop the defense industry sector in the direction of modernity and dual-use to turn it into the spearhead of the national industry. In addition, it will pro-actively and effectively carry out projects and programs related to logistics, technology, defense industry, and military science in the spirit of promoting internal resources and self-reliance. The defense industry sector will be developed to be capable of researching, designing and manufacturing weapons and equipment with advanced, modern and high-tech techno-tactical features while further improving its competence in self-repairing, improving and modernizing equipped materiel and speeding up the production of a number of essential defense products to meet the requirements of building a modernized military in the new situation.
Building an elite, compact and strong military is the Party and State’s consistent and sound policy, showing Party General Secretary Nguyen Phu Trong’s special attention to the Vietnam People's Army building cause. Realizing this policy will help the military have enough strength and well perform its role as a core force in the cause of consolidating national defense and firmly safeguarding the socialist Vietnam. That is the responsibility of the entire party, people, and whole political system, but the first and foremost of the party committees, chains-of-command at all levels, officers and soldiers of the whole military.
