The move was aimed at meeting the requirements of accelerating information technology applications, developing information systems for automated command and control, ensuring information security, and pro-actively responding to the challenges posed by high-tech warfare.
Over the past 15 years of development and growth, Command 86 has gradually affirmed its position and role as the military’s core force in conducting cyber operations to safeguard national sovereignty in cyberspace, ensuring information security, and spearheading digital transformation within the Ministry of National Defense.

Notably, the Party Committee and the leadership of Command 86 have thoroughly grasped and effectively implemented resolutions, directives, and guidelines issued by the Party Central Committee, the Central Military Commission, and the Ministry of National Defense. They have focused on leading and directing the implementation of key breakthroughs, bringing about significant changes in organizational structure, force composition, functions, missions, equipment, technology, and operational methods.
The command has enhanced its strategic advisory capabilities, research and development capacity, and ability to master technologies. It has developed capabilities in cyber reconnaissance, surveillance, incident response, and cyberspace operations, while ensuring information security for agencies and units throughout the military. At the same time, it has actively advised on the development and refinement of legal documents, mechanisms, and policies to establish a legal framework for cyberspace operations, information security, cybersecurity, and digital transformation.
In 2021, Command 86 was honored with the Third-class Fatherland Protection Order by the State President for its outstanding achievements in safeguarding national sovereignty in cyberspace. In 2024 and 2025, it received the Government’s Emulation Flag. Notably, on its 15th founding anniversary, in recognition of its exceptional achievements in safeguarding national sovereignty in cyberspace, the command was awarded the First-class Fatherland Protection Order by the State President under a decision signed on August 19, 2026.
As it enters a new stage of development, the world and regional situation continues to evolve rapidly, becoming increasingly complex and unpredictable. The Fourth Industrial Revolution, artificial intelligence, and emerging technologies are reshaping military operations and placing higher demands on cyber forces. Accordingly, Command 86 will continue to strengthen political and ideological education, uphold the values of Uncle Ho’s soldiers, and implement the Party and State’s military and defense policies.
The command will also focus on building a lean, strong, and modern force, enhancing strategic forecasting and advisory capabilities, and advancing two key breakthroughs: improving cyberspace operational capabilities and accelerating scientific and technological development, digital transformation, and innovation. It will strengthen cybersecurity, protect state and military secrets, promote technological autonomy, and gradually master core technologies and equipment to ensure independent, secure, and continuous operations under all circumstances.
The Party Committee and Command will strengthen training, force development, and investment in high-quality personnel; improve logistics, technical, and financial support; and maintain strict military discipline while building comprehensively strong, “typical and exemplary” units.
At the same time, it will continue to fulfill its role as the standing agency for digital transformation and Project 06 under the Ministry of National Defense’s Steering Committee on science and technology development, innovation, digital transformation, Project 06 implementation, and administrative reform. It will comprehensively implement tasks and solutions for developing e-government toward digital government during the 2021-2025 period, with orientations toward 2030, within the Ministry of National Defense. In coordination with the Department of Political Education and Information, it will also implement measures to promote the Digital Literacy for All movement in the whole military.
The road ahead will undoubtedly present many difficulties and challenges, while mission requirements continue to grow. The Party Committee and the Leadership of Command 86 will continue to uphold solidarity, pro-activeness, creativity, self-reliance, and resilience, along with the tradition of “Loyalty, discipline, intelligence, and effectiveness.” They will lead and direct agencies and units in mastering science, technology, and the art of cyberspace operations; continuously enhance overall capabilities and combat strength; and remain ready to undertake and fulfill all assigned missions.
With firm determination, Command 86 will safeguard national sovereignty in cyberspace, contributing to the protection of the Fatherland early and from afar, and maintaining a peaceful and stable environment for national construction and development.
