Emphasizing the strategic significance of digital transformation, he requested that agencies and units accelerate their progress while strictly ensuring quality. He urged them to fully implement the directive of the Minister of National Defense, which stated that despite starting later, the military must not lag behind but strive to break through and excel.

The GDP’s vice chairman also praised VTS and TKPro for pro-actively researching and testing tools for data extraction and digital authentication. He directed the continuous improvement of these tools toward automation, intelligence, safety, and security right from the design phase. These tools must adhere closely to professional requirements, ensure interoperability and easy integration, and avoid overlapping or wasteful investments.
Regarding the digitization process, he demanded absolute accuracy and strict compliance with procedures in scanning and extracting documents. Data should be handed over progressively or periodically to facilitate immediate exploitation, with the Department of Personnel bearing the main responsibility for quality and schedule.

In particular, he noted that many records currently being digitized belong to martyrs under the “500-day campaign to step up the search, repatriation, and identification of martyrs’ remains,” as well as other policy beneficiaries. Therefore, every officer and staff member must consider this not only as a professional task but also as a political responsibility and a profound tribute to those who sacrificed for the Fatherland.

Acknowledging the efforts of the software development agencies, he praised their pro-active creation of practical products that are gradually transforming the management and executive methods of Party and political work in the digital environment.

He asked the functional units to continue refining the software to be synchronous, interoperable, and user-friendly, using practical efficiency as the ultimate benchmark. The operation must adhere to the principle of “single input, multiple uses” to minimize administrative procedures and manual tasks.
He highlighted the requirement to ensure absolute data safety, security, and confidentiality throughout the system’s development, deployment, and operation. Strict management and decentralization must be enforced to prevent any data leaks or losses.
Furthermore, relevant units were instructed to urgently finalize the software for early and synchronous deployment across the whole military. This will make the software an everyday operational tool that effectively supports management, administration, and command decision-making, while addressing the shortcomings pointed out during the inspection.
