Department of Military Forces’ implementation of administrative reform checked
PANO – Deputy Defense Minister Senior Lieutenant General Le Huy Vinh worked with the Department of Military Forces under the General Staff and relevant agencies and units on the sector’s implementation and outcomes of administrative reform on June 13.
Reports revealed that the Department of Military Forces has thoroughly studied and strictly carried out the government and the Ministry of National Defense (MND)’s directives on administrative reform in general and administrative procedure reform in particular. Notably, the department has given advice on building legal documents related to the military forces and pro-actively reviewed other legal documents before requesting higher levels to amend, supplement, or promulgate new ones.
Together with simplifying and publicizing administrative procedures, the department has cooperated with the MND’s portal and relevant agencies and units to pilot seven military work-related administrative procedures on the ministry’s service portal; conducted organizational structure reform; reviewed and adjusted functions, missions, and personnel organization of agencies and units to meet task requirements in the new situation.

At the meeting, Gen. Vinh lauded the Department of Military Forces for making recommendations to the Central Military Mission, the MND’s leaders, and the General Staff to issue guidelines and measures to enhance the quality of military force work to meet requirements of missions.

The deputy defense minister asked the department to continue to grasp and strictly carry out the government and the MND’s directives on administrative reform in combination with digital transformation and consider it a key and regular mission and a breakthrough step in raising the quality of the sector.

Gen. Vinh urged the Department of Military Forces to review administrative procedures under its management; propose amending, supplementing, or replacing outdated legal documents and procedures; promptly remove difficulties for grassroots units. He emphasized the need to speed up the establishment of personal identification numbers for troops and weapons and military equipment; building of the sector’s database that connects with those of relevant agencies and units to better meet the requirement of the digital transformation mission.
