At the conference, the Steering Board agreed to choose the theme of the seminar as “The Northwestern Victory in 1952 - Historical stature and  lessons learned.” The seminar is scheduled to take place in mid-October in Yen Bai city, Yen Bai province.

Up to now, the Institute of Military History, the standing organ of the Steering Committee, has collaborated with relevant units and agencies to prepare for the seminar. Particularly, they have ordered 90 speeches from participants, prepared accommodations and ensure transportation for delegates, and so on.

Speaking at the conference, General Vinh praised units and organs for their active preparation for the seminar, and at the same time stressed that the scientific seminar is held to reaffirm the strategic vision and sound leadership of the Party Central Committee, President Ho Chi Minh, and the military leaders when deciding to open the Northwestern liberation campaign in 1952. In addition, the seminar will help clarify contribution of the people and the armed forces of the whole-country and Yen Bai province to the victory as well as historical lessons in military art to benefit the national construction and defense cause in the current context.
