To pro-actively respond to the storm's developments, which may bring strong winds, heavy rain, and high waves at sea, the Department of Search and Rescue requested units to continue thoroughly implementing dispatches from the General Staff and the department on response measures for storm, rain, and flood. The units should strictly maintain readiness duties, regularly update storm developments, and develop plans to ensure safety of personnel and equipment during operations.

The Vietnam Border Guard Command should direct the border guard force in coastal provinces and cities from Quang Ninh to Hue city to closely follow the storm’s developments; coordinate with local authorities and functional agencies to promptly notify vessel owners and captains operating at sea about the storm’s location, direction, and development so that they could avoid dangerous areas or seek shelters in a timely manner.
